Why the UNC never finished the project? Why the PNM didn't complete the project?
How many millions gone down the drain there? How many people wanted to have hope for proper cancer treatment in this country? So much of our tax money gone into this, and they just laughing and saying the treasury empty.

Cuz we need that Brian Lara stadium built. Have more cricket fans than cancer patients. Plus cancer patients gonna dead anyway where cricket fans all about livin the vibes. You want our government to invest in life or you want them to invest in death?

Said it so many times before. Neither the peenem nor the unc politicians have the sincere interest of this country at the heart. All they care about is money and self frigg1ng gratification, that’s I will always hate the nasty f’king politish1tans of Trinidad, because the are ALL a bunch of thieves and dishonest b1tches.

Well hear the story that went on with that...

Now it was a good idea, but the taxpayers got f**ked.

The idea was first presented in 2001 by Hamza Rafeeq but nothing concrete. Manning govt then presented the actual plan in the 2002-2003 budget. Oncology center was supposed to be delivered by 04-05 (lol). Anyway, PNM originally underestimated (yes you read right) the costs of the project to be TT $150m. Government borrow big money from the banks to spend on a feasibility study. Then they had to source US$24m from private financing for construction which commenced in April 2007, interestingly months before a general election. Cancer Care International (CCI) and Canadian company Ellis Don was doing the construction and stated that the costs was in fact $240m and not the underestimated $150m. After constructing the foundation and floor slab, the project was halted early 2008. Arbitration start, no budge, contract terminated (contractors quit) and project went on standstill. PNM plan to start building it sometime in 2011, a year before the planned 2012 general elections.

Snap elections called in 2010, government change, didn't hear anything until mid 2012. PP say they need TT$800m to complete and should be done by November 2014 (lol). In 2012, 150m was spent on consultant and contractor Farrow Partnership Architects, a canadian company who had to seek bankruptcy protection a year later. Bouygues Batiment from France took over and continue where the Canadians left off in 2013. Mobilization started in October 2013 where Udecott became project manager during this time meaning there was 5 years of inactivity on the site (08-13). Of course some defects occurred on site as the years went by so money had to spend to fix plus all the consultations etc. Then you hear money had to spend to redesign the foundation as it didn't meet earthquake code specifications because of what happened previously (pffffttt). In 2015, Bouygues Batiment took over 100% responsibility and liability for the design, construction and outfit with minor medical equipment of the project. Deadline was pushed from Nov 2014 to April 2015 (lol) then July 2015 (lol). Ok so with that fix, pillars and cranes going up, Bouygues was waiting on Ministry of Health to send the specs for the equipment as they were needed before construction continued. MoH was responsible for procuring the equipment and while this was happening, general elections reach.

Government change in 2015. Project halted and Ministry of Health never sent the equipment specs so Bouygues was just there waiting which of course triggered clauses in their contract where it was costing 3-4 million per month to keep them on site. PNM was forcing contractors and sub-contractors to reduce costs but nothing significant happened. Didn't hear anything until the beginning of 2017. PNM say they renegotiate the contract and instead of 800m, it come down to 573m. Works suppose to restart in March 2017 and finish by November 2018 (lol). Bouygues wasn't pleased with the negotiations and finally terminated the contract in February 2018 so it's now in arbitration. So far, TT 1 Billion spent and the project only 32% or so complete. All the money you claim you are trying to save, money will have to spend now if a new contractor, architect, etc comes to complete the project... so scrap it...

I'm sure it have more that was involved but you see why taxpayers can't have nice things?

Original cost of $150m in 2002, now in 2019 32% complete for $1 billion. Is inflation this bad in T&T? The fallout of this continuous type of "mismanagement" goes far beyond loss of funds especially with our "yuh eye too big syndrome" epidemic!
This country is too small and too educated (based on us having free education) to suffer from this level of incompetence/ corruption! The law of diminishing returns is the order of the day and those who have the resources will take it out of the country at the first opportunity rather than use it here to change things for the better.
Since we on the MOH, how much funds did the children's hospital use up during this government's tenure?

I prefer to see it as one of those situations where both parties had opportunities to secure election campaign finance. I wonder how much will be spent on the next general election campaign...... $100 million collectively? The town meetings seem to be gaining popularity though, do they pay to broadcast the meetings?

As someone who has been dealing with a close relative with Cancer for the past 3 years and living not too far from Mt Hope I would have loved this facility to have been there. Would have made life easier than commutes to St James and Brian Lara.

I blame it on that generation. They all need to go. So much of them under qualified for their positions while while there are millennials with masters and doctorates and unemployed. But you know they not stepping down. Need to keep that sweet tax payer money flowing.

so, really what allyuh expected? an actual facility? allyuh probably wanted actual oncologists & state of the art equipment & modern treatments in it too ent?

why allyuh does expect so much from ppl that have for decades proven themselves as totally useless? is disappointment allyuh like so?

Well what else can be said?
It would be extremely wonderful if for Once in this country's history that a government actually dedicated themselves to something that would help current and future generations of people suffering without the polishitians themselves being the gratified ones.

So many of us know people directly and indirectly who are suffering with Cancer, Diabetes, heart conditions and we have the resources and the finances to so something about it, but unfortunately the people at the top believe that they are not important enough and that filling their personal and friends pockets is of greater importance.

WELL... :lol:

So the radiotherapists that were recruited and trained to work in the NOC after completion, the private sector take most of them. The state of the art equipment that was purchased a few years ago was ketching dust all the time. NOW they looking to move the equipment to different RHA's since the NOC is now scrapped. Warranties and guarantees for some of the equipment expired.

Perfect fix.

Yeah, both parties at fault. Manning PNM for poor planning. If they accepted the 240m re-evaluation at the time, high chance it would have been completed.

UNC/PP for poor execution. Loss 150m to a canadian company. Project recovered and was going well under the french, Bouygues. Then MoH start to stick in their end causing the project to slow down and incur penalties for work stoppages.

Rowley PNM for poor re-negotiations. Instead of just continuing and fixing the delay on MoH end, the project came to a permanent halt. You want to renegotiate the prices downwards for political mileage so you can say we save X millions, value for money and Kamla wanted to thief the rest. A top company with its name on the line not going to cut corners in the project to reduce costs. Now instead you incur more penalties from contractors and subcontractors who ready to sex taxpayers in court, more money would have to spend to consult and restart the project which would be much more than the money yuh was attempting to save.

Only three things could happen now... 1. Project stays dead, 2. Government change to restart the project, or 3. Public-Private partnership.
