What you've noted are the reasons why the PNM is no longer in power:
a) An environmentally disastrous Smelter plant or plants. If the only way to survive is to destroy our country and kill our people then what's the point of that 'solution' ?
b) A draconian Property Tax that increases taxes by an insane amount all at once. Why was this even necessary if there had been proper management of the hundreds of billions of dollars which we weren't even expecting to receive but which the PNM government oversaw.
c)Petrotrin? All the contracts that are in dispute, all the methodologies and procedures, all the plans and their execution...who did these take place under? Not the present administration...it all happened under the PNM.

True. It was conceptualized as a surplus however. It was WAYYYY too close, thus it easily turned into a deficit. Poor miscalculations on their part. What this gov't is planning to do is start us off in the red and by some grace of god get us into the black.
This Government inherited it.
Then they should fix it. Because every other surplus budget(which eventually turned into a deficit) has been met by another surplus plan the following year under PNM's tenure. They found ways to absolve the run over (in this case 7 billion) and plans for more generation of income. It exudes a certain amount of confidence in the business community and shows that the gov't is committed to continued growth.

Stupidly. One was not their fault:PNM did not campaign/address the property tax properly, the other was through their own ignorance...no smelter through some foolish thought that the environment would be at stake.
