No it is not rigged.
Read up a little on how ADSL works and read up on Wide Area Networks.
What you are paying for as per your contract is 2MB, 4MB or up to 10MB between you and the ISP. And you are getting that. So you are getting what you paid for technically. To test this you use the Blink Speed Test. Use speedtest.net to see what you are getting outside. The ISP cannot guarantee the connection speed between you and a 3rd party server, only between you and the ISP.
And before anyone jumps in to argue: I have no justification for the reason why you signed the contract if you didn't agree to its terms.
