Muslims can take $100 notes to Central Bank
No change to Dec 31 deadline
Sean Douglas

MUSLIMS who have no bank accounts can exchange their old $100 banknotes at the Central Bank before they become void at year-end, Finance Minister Colm Imbert told the Senate on Tuesday.

He was replying to an urgent question from Opposition Senator Wade Mark, who asked what arrangements were being made for this community in view of a $10,000 limit placed on such exchanges by private banks.

Imbert said he had no plan to extend the December 31 deadline for legality of current bills.

He said private banks will change only up to $10,000 in old banknotes at a one go.

“Persons who are banked, and who have more than $10,000 per transaction, simply go to the Central Bank, (which) would change the money for them.

“They would simply have to fill out the normal form, produce a form of identification, produce a proof of address, like a utility bill, and fill out a source-of-funds form.

“So if someone walks in with $2 million in cash, they would have to go through the normal know-your-customer procedures at the Central Bank.

"So the Central Bank is the area where persons of the Muslim faith can go to if they have large amounts of cash that they wish to redeem.”

Imbert did not consider a time extension.

“The notice is actually from December 9-December 31. That is a little more than 14 days (the new notification period in the new bill).

“So that’s the deadline at this point in time. The plan is to stick to that deadline."

He added, "But the Government has given itself the flexibility in the legislation to extend the date of cancellation, if necessary, but at this point in time the plan is to stick to the deadline.”

He said an amendment (clause 27A) to the Central Bank Act provides for the redemption of banknotes.

“The banks have know-your-customer arrangements in place. They have had this for years, as a result of the enactment of the Financial Intelligence Unit Act 2009.” That act was twice amended as Financial Action Task Force and anti money-laundering provisions began to kick in, he said, adding that cash and wire transactions were also monitored by the Global Forum.

“So there have been arrangements in the banks for years with respect to transactions.

“Prior to Monday, a ‘large transaction’ was $90,000 or more. It is now $50,000 or more.

“For casinos, you have a special regime. Prior to Monday, a large transaction in a casino was $18,000 or more. It is now $10,000 or more.”

Imbert said for the “unbanked” who have never banked before, private banks have set a limit of $10,000 per transaction on the existing $100 notes to be changed for polymer notes. Individuals with more than $10,000 in old notes can exchange them at the Central Bank.

So Muslims from deep south have to travel all the way to POS to change their cash .

Again, i see no issue here.

Once they not using aviation transport.

Some facts which have become clear on this transition process;
1-Banks are primarily facilitating customers with accounts.
2-Banks are requesting that customers with deposits over $10,000 complete declaration forms
and provide documents such as ID and proof of residence.
3-New bills are being rationed with preference to customers of the specific bank.
4-Central bank will accept all old $100 bills and convert same, except that all citizens with sizeable
sums would be required to complete declaration forms and provide documents as noted in 2 above.
5-Customers with banks who have long standing accounts with continuous good activity are generally
finding the exercise acceptable.
6-It can be anticipated that micro and small business may be unwilling to accept the old $100 bills
as we get closer to the cut-off date, simply because the reality of executing conversion by 31/12
is quite daunting.
7-Finally, Central Bank would handle conversions after cut-off date (this one may need some more clarification).

they should let at least business owners exchange notes after the dec. 31st deadline- like 2 weeks at least so they won't have to stop accepting notes before

I believe if the ATM is full from previous deposits it will not accept any more deposits until they clear it.

https://newsday.co.tt/2019/12/11/sats-son-threatens-to-sue-over-100-exchange/
Sat’s son threatens to sue over $100 exchange
ACTING secretary general of the Sanatan Dharma Maha Sabha Vijay Maharaj, son of the late Satanarayan Maharaj, is threatening to take the State to court over the demonetisation of the $100 note in favour of new polymer notes.

In particular, he has taken issue with the time period given to citizens to exchange their paper bills for polymer ones.

The Central Bank has said after December 31, the $100 paper bills in circulation will cease to be legal tender.

However, in a pre-action protocol letter sent to the Attorney General on Thursday, Maharaj's attorneys said the oppressive and disproportionate way the demonetisation exercise is being undertaken infringes on the rights of citizens to their enjoyment of property.

“While it is accepted that a bona fide change in the form of legal tender may serve a legitimate aim and may be necessary to combat the proliferation of counterfeit currency, the oppressive and disproportionate power to render the monetary value of currency, legitimately held by citizens, invalid within a paltry period of 14 days constitute an impermissible fetter on citizens right of enjoyment of property,” attorneys Rhea Khan, Jagdeo Singh, Dinesh Rambally, Kiel Taklalsingh and Stefan Ramkissoon said in the letter.

The lawyers said their client intends to challenge the decision to cancel the existing $100 bill as being an irrational, disproportionate, harsh and oppressive exercise of power.

Separate pre-action protocol letters were sent to the Finance Minister and the Governor of the Central Bank asking for an appropriate undertaking is given within 48 hours. The letter did not specify exactly what was being asked for in the interim.

I once saw a red light around the envelope dispenser when there was no envelopes. Not sure if this will light red when the machine can no longer accept deposits however the light was green in this instance however the touchscreen option was disabled.

Sat's father in law was the real head of the SDMS who handed down responsibilities to him.

It appears to be a generational thing.

Screw allyuh Dec 31st deadline...

US Embassy to stop taking old $100 bill Dec 13

Image

Come December 16, the US Embassy in Port of Spain will only accept the new polymer $100 bills.

In a statement on Wednesday, the embassy said after December 13, only the new notes will be accepted for in-person cash payments for consular services and passport and other services.

This applies to US citizens, non-immigrant visa reciprocity, petition-based application fees and immigrant visa fees.

"Applicants are encouraged to consider paying fees via credit card during the transition period to the new polymer notes," the embassy said.

The notice does not apply to the payment of the $160 non-immigrant visa application fee, which must be paid at a Scotiabank branch before the visa interview.

As a reminder, the embassy said it does not accept online payments for this fee.
