It depends on the motor and installation. in either case there are 2 basic types of twin turbos, sequential and parrallel. in sequential one spins up at low run to give torque, then via a bleed off valve another spins up at higher rpm ( some times it's not a bleed off valve tho ). in this first type there ar also differences where the first turbo may turn off or not. in the sequential ( sq for short ) the turbos are normally different types, sq setups ar best for larger vehicles with auto or cvt gearing as it is a very complicated and expensive setup that is best left to cars that really need to get off the line better ( eg subaru legacy b4 rsk and gt 94-03 ) The other type is simply 2 turbos per bank of cylinders ( v6 ) so one powers one side and another the other, both are always identical turbos in this case ( audi 2.7TT in the S4 etc ) . the parallel twin turbo is also rather complicated with a turbo and intercooler for each bank etc. It is very rare to have 2 turbos in a serial like setup, never seen a good working one at least.

There is also another type of parallel setup where 2 turbos spool and provide the boost to the same inlet (throttlebody). Basically 2 small turbos spool VERY quickly and provide a moderate boost level.

EG: 2 small turbos spooling to 7psi, but combined output is similar to a larger turbo, but spool time is decreased considerably.

Is there any turbo that does not require an intercooler? What is the least amout of boost a turbo can deliver?

You do not have to have an intercooler with a turbo.....

Advantages to Intercooling
Suppressing Engine Knock. Compressed air leaving a turbocharger is often more than 200° F. This warm air is much more prone to predetonation and autodetonation (knocking) than air at ambient temperature and pressure. Knocking, if unresolved, can ultimately ruin an engine. There are several approaches to eliminating ping, including using higher octane fuel and cooling the compressed intake air. An intercooler can achieve the latter, reducing the likelihood of ping.

Increasing Intake Air Density.
Another advantage to cooling the compressed air is that the cooler air will also be more dense, which is the objective of turbocharging.
