If you're name isn't Bolt or a prime Michael Johnson, prime Yohan Blake(when Bolt is not present). You are not going to be slowing down in a FINAL at a major competition. You get the point. If you aren't miles ahead in terms of form when compared to the rest of the field you DO NOT slow down. Heats is a different story but a FINAL. Esp the fact that he is competing against Jereem Richards who is the current World Championship bronze medalist, who was the favourite and is a 400m runner meaning superior endurance at the end of the 200m. Both had similar times going into the games too. It wasn't like Hughes was running 19.6. Hughes is a 100/200 runner, they usually tend to not be able to maintain top end speed as well in the 200 as the solid 200/400 runners. Factoring all of that in he simply was being overhauled by Richards who would have won in any case. The line was coming too late for him so he had to do something. Whether it was a knee-jerk reaction or deliberate we don't know.
