I heard that Santa Cruz has some traffic due to flooding near La Canoa. Also heard St. James is flooded in some areas.

yup, years gone by it was never like that...

that drainage system there is either at sea level or even lower....the same one OAS built...

To an extent yes, if the contractors had taken what he was saying into consideration, they could have built it with those things in mind to prevent what is happening here and what will happen in most areas between Debe and Mondesir.

I remember personally meeting a few of the engineers from OAS and explaining to them via their translators that they were altering a natural watercourse and without proper drainage it wouldn't handle the volume of water that passes there long after heavy showers. Of course we all know the story about OAS and the old story about "Engineers"

" Engineers" are the last to be properly consulted. To be honest it's never about the engineering.
