PCS from what I've learned, is paying premium natural gas prices, hence when there are curtailments, out of contract, and small users are asked to reduce rates, but not PCS.

Right. Just like how M1, M2 getting gas? Start paying new contract rates and see. NGC is playing mindfack games with people.

Is it that the plants are getting a concessionary price and they expect to continue getting discounted price???

The timing of spread between 2010-2015 is remarkable. :D

Any meaningful change to production quantities 5-10 years (medium term).
Short term relief can only come from some upward movement in pricing (unlikely over next 12-18 mths).
Soft market prices make the investment in new gas and oil difficult and could create a requirement for fiscal incentives which may border on subsidizing producers.
The above having been said workers in the sector, have to look at new possibilities to ride the difficult times.
.......When it good it fantastic and when it bad it could be ugly.

Schlumberger ad is just to build a database. We did some consultancy with them last year and all their work / projects have dried up too.
