Couva Corporation officials arrested

FOUR senior officials. of the Couva/Tabaquite/. Talparo Regional. Corporation (CTTRC). and a contractor have. been arrested for conspiring. to defraud the. state in the granting. and paying of state contracts.

The five were. arrested after Fraud. Squad police swooped. down on the central. based corporation. around mid-morning. yesterday.

Newsday understands. three of the officials. were arrested on the. compound of the corporation. while Emancipation. celebrations were. in progress. The fourth. official, who is currently. on leave, was arrested. at home in Sangre. Grande. The contractor. was reportedly caught. red-handed in the presence. of an undercover. Fraud Squad detective. offering a bribe to lone. PNM councillor Alif. Mohammed, who is responsible. for the electoral. district of California/. Point Lisas.

Fraud Squad sources. say the investigation. will focus on five infrastructural. projects. worth about $1 million. and in the case of two of. the projects, not even a. pebble was installed on. the two sites, yet documents. were completed. stating the work was not. only done but was of an. acceptable standard and. that cheques were prepared. for the contractor. to collect.

Shortly after being. arrested, the five were. taken to the Fraud. Squad headquarters in. Port-of-Spain where. police sources say they. are being kept in separate. rooms as detectives. continue their investigations.

The drama unfolded. at 10 am at the Railway. Road compound of the. corporation, when a. contractor from Valsayn. offered a bribe to Councillor. Mohammed to get. his support for a job that. was completed. Sources. told Newsday the job, a. box drain, was shoddily. done and the contractor. offered Mohammed. $2,000 to turn a blind. eye. Unknown to the. contractor, Mohammed. had reported the matter. to the Fraud Squad the. day before and an undercover. detective was. on hand when the bribe. offer was made.

The detectives then. made their way to the. Conference room where. an Emancipation Day. event was in progress. to ensure their targets. were present. In a nearby. room, a senior official. who was hosting a. meeting over the threat. of Zika, with a group of. women from the Corporation,. was warned of. his rights and arrested. in the presence of the. shocked group.

In light of the arrests,. two Independent Liberal. Party (ILP) aldermen. at the Corporation Sunil. Ramjitsingh and Beeran. Rambaran along with. councillor Mohammed. have renewed calls for. a forensic audit/investigation. of the CTTRC. for the past five years.

The three claimed that. careful “scrutiny of the. accounting reports for. finances, materials and. contracts indicate that. substantial quantities. of materials, especially. building materials such. as concrete blocks, cement,. steel and aggregate,. are unaccounted. for, and have perhaps. been pilfered or diverted. to private projects.”. The exercise was. carried out under the. leadership of Snr Superintendent. Totaram. Dookie of the Fraud. Squad along with ASP. Geishawan, Insp Dipchand. along with Sgts. Samuel and Thomas and. Cpl Bassarath.

Four CTTRC employees in court today

Four employees of the Couva/Tabaquite/Talparo Regional Corporation (CTTRC) will appear before a Port of Spain magistrate today, charged with conspiring to defraud the CTTRC of $149,500.

The four, along with a company, were charged on Saturday after officers of the Fraud Squad consulted with the office of the Director of Public Prosecutions on the issue.

Insp Dipchan, of the Fraud Squad, charged the four—CTTRC CEO Carol Dyal; Barry Samaroo, a Chief Engineer; Maniram Mohess, a county superintendent and Ian Gokool, a Road Officer 1—along with Suk-I Contractors Limited. The offence is alleged to have occurred on September 30 last year.

On Friday, police went to the CTTRC’s office, along Railway Road, Couva, and held the employees, who were being investigated for corruption. The four and the company were after an investigation into the installation of outdoor exercise equipment at the San Pablo Recreation Ground and the Todd’s Road Activity Centre.

The contract was awarded during the 2014/15 fiscal year, but cheques and other documents related to this were seized by Fraud Squad officers at the CTTRC last November. On November 25, Fraud Squad officers questioned senior employees in the accounting department, when they searched the compound and seized financial records, including cheques and files of contractors contracted by the corporation, as well as other documentary evidence associated with alleged corrupt payments to certain contractors.

Meanwhile, a contractor held in a separate sting in connection with paying a bribe to CTTRC councillor Alif Mohammed is yet to be charged, after he had to be taken to the hospital after complaining of feeling unwell over the weekend.

The 78-year-old contractor is accused of offering Mohammed a bribe to overlook shoddy work he had done on a box drain contract.
