When you hire a virtually bankrupt and SCANDAL ridden company what do you expect?

Now look who has to go clean up that mess.

The ground has been shaky for a while but it's just a worker's strike like many gone by,an internal problem, the workers probably see the present sensitive climate as a good opportunity to be heard, but having said that anything can happen from here on,it can open them up to more scrutiny and make them more vulnerable to decisive action on a whim and may add further tension to the tightrope which they already occupy.

Whatever the outcome the project would be completed by OAS or a host of local contractors already involved in the project anyway, and I believe AECOM would be retained as the Project Managers so any transition should be smooth, the cost of all this is a whole other issue though.

Whatever the outcome though,T&T is going to feel it in the bottom line.

I simply cant believe the new Govt would terminate a contractor with valid contract 'in-hand' without determining a fundamental breach and thus avoid the possibility of a successful legal claim.
What maybe a more plausible action at this time is a halt to the project subject to a review,if the contractor then quits, the door opens for changes.
One would however expect award to new contractor using 'proper' procurement process.
The slope is quite slippery at this time.

PM Rowley knew about this long time. Kamla had about 3 opening ceremonies for this highway already but had no plan to complete it.

Govt breaking up highway project
Saturday, August 15 2015

The Solomon Hochoy Highway Project cannot be completed by main contractor, OAS Construtora of Brazil, People’s National Movement leader Dr Keith Rowley has claimed.

Recalling that in 2010, the People’s Partnership (PP) coalition boasted that the $7.5 billion project was “supposed to be finished within budget and within time for the next election,” Rowley scoffed, addressing a public meeting in Maloney on Wednesday night. “Well the next election is here and they are far from finished,” he further declared.

Reminding party supporters the PP negotiated the contract for that project in three days and gave it to OAS Construtora, Rowley remarked, “The next thing we hear, the contractor is filing bankruptcy in Brazil. They are under pressure from corrupting the govt agencies and banking (in Brazil). On March 31, Grupo OAS (OAS Construtora’s parent conglomerate) filed for bankruptcy protection for nine of its units. A Reuters report at that time said the “heavily indebted Brazilian engineering conglomerate” was struggling with an economic slowdown, government austerity, a slumping currency and corruption allegations.

Dismissing statements from the Government that OAS filing for bankruptcy in Brazil would not affect the completion of the highway project, Rowley said, “The Government of TT is now moving post haste to break up the contract into smaller pieces because the main Brazilian contractor can go no further with the project.” He claimed, “The difficult parts of the project, they will now break up and give to local contractors and the Government will pay the local contractors while the Brazilian contractor will hold on to the easy part that is left.” Claiming that “a number of local contractors have now been called in and been asked to price the various components of the project of the contract,” Rowley charged, “OAS has already sucked the juice out of the orange and they are about to give the peel to local contractors.” Efforts to contact Works Minister Dr Suruj Rambachan and Nidco president Dr Carson Charles for comment were unsuccessful.

Government is however expected to officially open the Debe segment of the highway, already in use, today.

Also on Wednesday, Rowley said the Integrity Commission has informed him that his request to investigate the circumstances of the award of a contract to build a wastewater plant in Beetham did not find favour and the matter would not be pursued.

However, Rowley claimed Prime Minister Kamla Persad-Bissessar had ensured that two government ministers who had responsibility for this project were not available when he raised a motion on this issue in the last Parliament.

He also said an unsuccessful bidder on the Beetham project later indicated it had no issue with not getting the contract and received another contract from Government. Referring to the proposed Curepe Interchange Project, Rowley said there was no competitive bidding on that project and contractors were simply allowed to state their price for their respective component. To date, no work has taken place on this project.

Don't forget the IMF told them to use another contractor, hence not getting a loan and having to use the treasury to fund such a project.

Except this time we have one of the worlds most EXPENSIVE highways per mile-with a contractor that just filed for bankruptcy and has several EXECUTIVES seeking jail time...and an ex administration that was warmed about such and ignored--->

So excuse us if we are a bit concerned

THERE is chaos at the headquarters of OAS Construtora this morning, with hundreds of highway construction workers locking the gates to the company, demanding answers about the future of the project.

The workers locked the gates at 7a.m. saying that they had seen an article being posted on social media that OAS Construtora, the Brazilian-based main contractor for the Solomon Hochoy Highway extension to Point Fortin, had intentions of pulling out of the project.

The workers said they had heard that trucks and equipment had already left several project sites.

The workers, who are gathered at the company’s Golconda, San Fernando headquarters, said the management of the company was giving them no information.

The workers said they want answers from OAS Construtora today, and also want all outstanding monies to be paid. They said there are other outstanding issues such as non-payment of NIS, and workman’s compensation.

However, president of the National Infrastructure Development Company Limited (Nidco), assured workers that their jobs were not at risk.

“The workers were concerned about job security. They fear the project would be shut down, which is not the case. There are also some issues that they have raised. The protest started on the basis that people are concerned about their jobs. Maybe they interpreted the results of the election that way. I can’t say,” he said.

Charles said a meeting was scheduled between management and the Oilfield Workers Trade Union (OWTU) to discuss the issue.

He said construction of the highway was ongoing and would continue. “It would continue until Government take any other action. The project continues as it has been going. We have contractors on the job, OAS and local contractors. The Government has pledged in their manifesto to continue building the highway,” he said.
