I don't believe there is any legislation against it but it would bring attention so you most likely would be pulled over in a road block.. So make sure everything else up to par lol

Yes it is, you can get a ticket for dirty head lamps and number plates. Lights are to be clean . I know a guy who got one because the his plastic lenz where faded away. Smoked lenz will pass as faded lights.
