Reports at midday state that over 12 fires at the Beetham landfill were deliberately set last night (Sunday). Members of the Trinidad and Tobago Solid Waste Management Authority made the confirmation today.

Security beefed up after 12 ‘unplanned’ landfill fires

SECURITY has been stepped up at the Beetham landfill following the emergence of a batch of “unplanned” fires that occurred after a Beetham man was shot by the police in the vicinity of the landfill on Sunday.
The Solid Waste Management Co Ltd (Swmcol) yesterday confirmed that security had been beefed up and stated in a media release it is working with the Trinidad and Tobago Fire Service and a multi-agency team to bring the situation under control.
Users of the landfill have also been asked to divert to Swmcol’s two other landfill sites at Forres Park and Guanapo to assist the company in “bringing the situation under control in the shortest possible time”.
The multi-agency group comprises the Environmental Management Authority (EMA), the Office of Disaster Preparedness and Management (ODPM) and the Disaster Management Unit of the San Juan/Laventille Regional Corporation.
“This multi-agency group has initiated plans to conduct air quality testing and an assessment of the health impact,” Swmcol stated.
“The Ministry of National Security has also intensified its security operations in the area to ensure that the public is not affected in accessing the Beetham Highway and the Priority Bus Route,” it added.
Yesterday’s statement disclosed that the fires were burning at more than 12 separate locations in the landfill, making it difficult to manage and control.
“These fires are unplanned and started on Sunday, January 26 after a shooting incident in the vicinity of the landfill involving the Police and a Beetham resident,” Swmcol said.
The company also apologised to the national community for the “inconvenience and adverse consequences” of the fires.
The National Petroleum Company (NP), announced yesterday it was forced to keep its Sea Lots office closed yesterday due to the presence of smoke that was still emanating from the landfill.
The EMA said yesterday it has dispatched a team who will be part of the multi-agency group working on the fires and will provide updates accordingly.

At least 12 fires, burning out of control yesterday amid mounds of rubbish in the Beetham Landfill caused clouds of smoke to blanket the entire city causing a health hazard to thousands who work or attend school in the capital.
“The Solid Waste Management Company Limited (SWMCOL) is working assiduously with the Fire Service to bring these fires under control and in this regard is receiving valuable support from the Disaster Management Unit of the San Juan/Laventille Regional Corporation, the Environmental Management Unit (EMA) and the ODPM,” said George Elias, SWMCOL general manager of sales, marketing and communications.
Elias said the fires were unplanned, burning in 12 separate locations and have become “extremely” difficult to control. He added that some of the fires were started on Sunday following a shooting incident near the landfill involving a policeman and a Beetham resident.
Elias said this multi-agency group has initiated plans to conduct air quality testing and an assessment of the health impact. He said the Ministry of National Security has also intensified its security operations in the area to ensure the public is not affected in accessing the Beetham Highway and Priority Bus Route.
“SWMCOL apologises to the national community for the inconvenience and adverse consequences of these fires. Furthermore, SWMCOL is appealing to the many users of the Beetham Landfill to divert to our two other landfill sites at Forres Park and Guanapo in order to assist us in bringing the situation under control in the shortest possible time,” Elias said. Ganga Singh, Minister of Environment and Water Resources said that while SWMCOL falls under the purview of the Ministry of Local Government, he remains very concerned about the fires.
“Port-of-Spain is fogged up. Smoke is enveloping the city and these fires were deliberately set. It is unacceptable...setting fire to the landfill. Certainly I will be in contact with SWMCOL,” Singh said.
Local Government Minster Marlene Coudray told Newsday she is in constant communication with the chairperson of SWMCOL, Nalini Sooklal. Coudray said SWMCOL is doing its best to contain the situation.
Asked about security levels at the landfill, Coudray said, “They (SWMCOL) have been doing their best, but they cannot put security in every inch of the landfill. They are doing their best.”
Dr Stephan Ramroop, CEO of the Office of Disaster, Preparedness and Management (ODPM) said the ODPM was aware of the incident. He said there were no requests for emergency aid. Amrita Maharaj-Dube, corporate communications officer at the EMA said there was a team on site yesterday carrying out investigations. EMA test results on air quality are pending. Officials at schools in and around the city were allowed to send students home early, Yolanda Morales-Carvalho, media relations officer at the Ministry of Education, said yesterday.
“The schools are not closed, but some schools were affected and the schools closest to the area were allowed to send their students home,” Morales-Carvalho said.
Students of Tranquility Secondary, Beetham Government Primary, Nelson Street Boys’ RC, Success Laventille Secondary, Tranquility Government Primary and South East Port-of- Spain Secondary were all sent home early.
“Both teachers and students complained of smoke-filled classrooms, breathing problems and burning throats and eyes,” said Lynsley Doodhai, second vice-president of the Trinidad and Tobago Unified Teachers’ Association (TTUTA).
The students of Tranquility Secondary and Primary schools were affected by the smoke despite the schools being located on Victoria Avenue, Newtown. The smoke also affected businesses including operations at National Petroleum (NP) Head Office off the Beetham Highway which was closed for the day.
A release from NP said that fuel delivery to their service station network was not affected at this time; however, there were no further sales of Liquid Petroleum Gas cylinders from that location for the remainder of the day. Up to seven o’clock last night, the smell of smoke was still pervasive in the capital.

The thick smoke billowing from the Beetham landfill yesterday caused the early closure of some schools in Port of Spain.
Second vice-president of the Trinidad and Tobago Unified Teachers’ Association (TTUTA),Lynsley Doodhai, has called on the Ministry of Education to address the problem.
According to Doodhai, the schools affected were Tranquillity Secondary, Beetham Government Primary, Nelson Street Boys’ RC, Success/Laventille Secondary, Tranquillity Government Primary and South East Port of Spain Secondary. Both teachers and pupils complained of smoke-filled classrooms, breathing problems and burning throats and eyes, Doodhai said.
Communications specialist of the Ministry of Education, Alicia Busby, confirmed parents were allowed to pick up their children from school yesterday because of the intense smoke.
However, she said the ministry did not receive any report concerning Tranquillity Secondary School and Beetham Government Primary.
She said there was not much the ministry could have done in such a situation except allow parents to pick up their children, especially those with respiratory problems.

DESPITE threats by Beetham Gardens residents to carry out further protest action yesterday following the shooting of one of their own by police officers on Sunday, the area remained relatively calm yesterday.
However, there was a heavy police presence in the area.
There were no reports of any blockage of the Beetham Highway or the Priority Bus Route (PBR) by the residents up to yesterday evening as they had threatened.
For most of the day, however, thick smoke emanated from the Beetham landfill forcing several offices in the area and downtown Port of Spain to close their doors for the day.
Fires were set at 12 different locations in the landfill, the Solid Waste Management Co Ltd (Swmcol) reported.
Whether the fires were part of the protest action, Minister of National Security Gary Griffith could not confirm.
During a brief telephone interview, Griffith said he could not directly link the fires to Sunday’s incident during which a Beetham resident was shot in the leg by police close to the landfill after he allegedly threw rocks at their vehicle.
“The area remains calm. There is no disruption in traffic or anything because we have put systems in place to prevent any type of protest that could result in traffic congestion along the highway or bus route,” said Griffith.
The minister said since the incident on Sunday, officers were dispatched to the area to ensure the safety of motorists and the travelling public who may have had to venture close to Beetham Gardens to get into or out of the capital.
He said despite there not being any protests, the officers would remain in the area for as long as necessary to prevent any type of illegal action.
On Sunday morning, there was a stand-off between residents and officers following the shooting of the 26-year-old man.
Police said they were on mobile patrol around 9 a.m. along the highway when they noticed the man throwing stones at their vehicle.
The officers said they told the man to stop but he refused and continued throwing larger rocks.
It was then that one of the officers fired a warning shot, before shooting the man in one of his legs.
Residents on the other hand denied the police’s version of what had taken place.
They claimed the man was constantly being victimised by the officers. They said he was walking along the highway when the officers stopped their vehicle and opened fire on him. At no point was he throwing rocks at the police car, they said.
Up to yesterday evening, the man was a patient at the Port of Spain General Hospital under police guard.
When released from the hospital, police said he will be charged with throwing missiles and damaging government property.
