Really strange issue you got there.
I believe changing the filter every 2000 is somehow covering up your existing issue,as no other vehicle requires filter changes so frequently.
Also i am not into diagnostics,but why would the Traction control light activate for an engine issue?
Without considering the diag results which pointed to fuel issue,my attention would be on a faulty abs sensor as this is used for traction control as well.
If a sensor transmits wrong data to traction control,then light on,and brakes apply to other wheel,if the data does not show the vehicle regains traction,then the engine output is reduced
Diag may not show a faulty sensor as it only occurs when you are at high speed,at low speed the sensor functions normal so the van perceives it to be your driving style.
If you like my cousin does diagnostics,might be worth it to have him look at issue.

I took it many times to them and they scanned and nothing showed up. I got fed up one time and when I took it in they said its because I installed music in the van i have this problem. So i asked whats the problem? They never gave me an answer. Note that the problem mysteriously changed from an intermittent one to a permanent one. I then took the vehicle to Steve in Gasparillo and he could not tell me whats the issue either. Since they keep doing a zero cal reset on the diagnostic machine and the light comes off. But once i drive again it comes on withing 10ft. I driving the van since 2012 like this and no solution in sight.
Any one can recommend a solution since i am tired of spending money and no positive result to this problem
