Tmobile CSRs have a mandate to sell contracts plain and simple. It's how the company makes money. I suspect in the US Apple just doesn't mention the words factory unlocked for the initial phase just to pacify carriers trying to lock in as many customers as possible to a contract.
It should be noted that iPhones don't come locked per se from Apple. They lock at activation. This explains why both AT&T and Tmobile 5s iphones (which are exactly the same model) work with either sim when the phone is purchased at full price. Verizon 5s also comes GSM unlocked by law so that is also another safe bet for an unlocked iphone if you do not need to use the CDMA part.
