Contain the hot spot areas, they all fighting for turf. Do almost like a role call for residents, anyone not belonging to these areas are subject to additional questioning.

Set up permanent police posts in those areas.

Utilize army as a presence as well for greater intelligence and communication with police. Army can use the hillsides/towers for bird's eye viewing of communities. Keeping them out of the ground action, nullifying the power's of arrest argument.
