if the traffic light (showing colour of light) and vehicle not in the same picture frame, couldn't the picture be challenged based on calibration of equipment / timing / latency etc?

true. i just called traffic management on those faulty camden lights. takes forever to change. amazingly, they took me seriously and they seemed concerned.
