had that problem with one ...we dropped the tank and replaced the complete float mechanism.
i have also seen the arm broken off ...... make sure the tank was dropped ... it's the only way to check the float

I had this issue on an old toyota.

I never let the gas run past 3/4 tank, so after 5+ years, it got stuck at 3/4 tank and did not want to move.

Before you go changing any more parts, run the tanks of gas till empty, or as close to empty as you are comfortable with then open the tank and giggle the float mechanism. After doing that a few times, the problem resolved itself (in my case).

The caveat here is that the car is new to you and you are not really familiar with the gas consumption, and in my scenario, the gas tank was accessible via the trunk.....but I suggest you try it before you go around poking around with anything else.

Did he move the float up and down and determine of the output varied?

If not then .....this would only prove that the float wiring is intact and working, it may not ascertain if there is a mechanical problem with the float, then would not show with a meter check.

did you check to see if the gauge moved when the guy was moving it up or down?sometimes the lil circuit board gets worn or damaged preventing it from reading
