I saw Ministry of Works vehicles being used there along with equipment from Kallco and Junior Sammy.

i hope it's for parking....although for an area THAT LARGE to be filled, compacted and resurfaced in just a few days will be highly impossible.....the nagar starts in a couple days.

Parking along that stretch during the nagar causes alot of stress and
unnecessary traffic for users of that area. Then again regardless if adequate parking there is indeed provided, still, that wont stop ppl from still parking inconsiderately on both sides of the road and highway.

read in the papers that the area cleared is for parking, supposed to hold about 1000 vehicles, plus the car parks from last year

New car park to hold 1,000 more vehicles

PATRONS to the Divali Nagar Indian cultural exposition, which opens later today, may find less traffic woes as they make their way to the annual event this year.
The Ministry of Works and Infrastructure together with volunteer contractors have built an additional car park which is estimated to facilitate parking of 1,000 vehicles, and traffic wardens and police will also be in place at strategic points to assist motorists headed to the event at Charlieville.
Roger Ganesh, Director of Highways at the Ministry of Works and Infrastructure, said that the final touches on the car park were being done yesterday to the north of the Divali Nagar site.
Ganesh said the traffic wardens are expected to be stationed at 12 different points leading in and out of the Divali Nagar site, around Endeavour Overpass at the various points entrances and exits.
"We have a good system in place to manage the traffic properly," Ganesh told Sunday Express.
He added during the ten-day Divali Nagar event the road works on both the north and south bound lanes of the Uriah Butler Highway would be conducted between the hours of 9 a.m. and 2.30 p.m.—well before its 5 p.m. start.
Ganesh said that the roadworks, which were previously scheduled to be conducted during curfew hours could not be carried out then because not all of the workers were able to obtain curfew passes.
All the work and machinery will be off the highway by 2.30 p.m. so as not to chance any pile-up of traffic. These contractors have workers all over the country—some live in hot spots and some do not. Not everyone has curfew passes so they are trying to maximise their workload during the day, said Ganesh.
Prime Minister Kamla Persad-Bissessar is expected to deliver the keynote address at the opening of the Divali Nagar cultural exposition tonight.
Tribute will be paid to Persad-Bissessar, the main guest at the event, with a presentation of the history of her professional journey.
This year the Divali Nagar, which translates "City of Lights", which will run between October 16 to 25, will be held under the theme "Shri Ram".
The annual exposition of Hindu culture is associated with the celebration of Divali on October 26.
Due to the curfew restrictions during the State of Emergency, the nightly events begin at 5.30 p.m. and end at 9 p.m. two hours ahead of the 11 p.m. curfew start.
Today's events will begin with a repetition of Sankrit mantras by the Chinmaya Mission, followed by remarks from National Council for Indian Culture (NCIC) president, Deokienanan Sharma.
Also featuring that evening will be Suriname recording artiste Kris Ramkhelawan, the bmobile Shiv Shakti Dancers and Tropical Power Country Boys Tassa drummers.
Other international acts will perform on Monday with Canada's Gauri Guha, and Florida-based Trinidadian performer Neil Persad and Jamaican dancer Savitri Toolan from the NCIC Jamaica.
Over 100 booths are expected to be set up at the Divali Nagar site which will feature items as clothing, jewelry, East Indian cuisine and home furnishings on sale.

Even with that, I'm sure there will still be parking on both sides of the highway... :?

barrier to turn right to head down into lange park from the flyover was temporarily removed to allow cars to head into langepark without having to head to the roundabout --due to nagar traffic-----.....policeman directing traffic at that point also....

good sensible move.......

...'New roads for Divali Nagar'
Story Created: Oct 26, 2011 at 11:52 PM ECT
Story Updated: Oct 26, 2011 at 11:52 PM ECT
Works and Infrastructure Minister Jack Warner has promised that, after 25 years, the Divali Nagar will not have much longer to wait for proper facilities.
"You will benefit from a four-lane road in a year's time. We have to bring amenities to Chaguanas and support the faith and vision that the National Council for Indian Culture (NCIC) has shown," said the Minister, speaking at Divali Nagar's final night celebrations in Chaguanas on Tuesday.
The Divali Nagar site is in the Chaguanas West constituency, which Warner represents.
Warner said the NCIC will benefit from the Government's decentralisation policy when the first Ministry to be relocated from Port of Spain, Science, Technology and Tertiary Education, begins construction next to the Nagar in November.
"This road can't hold all the traffic. Therefore no one can accuse me of building roads for the Nagar because I have to build roads for the Ministry, because you know how the people in this country stop—'JW build road for the Divali Nagar, he eh build roads for Laventille, or Morvant or Diego Martin'. Well I am building roads for the Ministry, and by chance, you will benefit," said Warner.
Warner praised the NCIC for its organisation of the annual event, especially in light of the restrictions placed on this year's celebrations due to the State of Emergency- namely the curfew and cancellation of the annual fireworks display. He said it would have been easy for the organisers to criticise the Government but instead they became more innovative and creative.
"You did not abuse the Government. You added another day and extended the hours. What you have this year is no less than last year and much better than many years before. That is the kind of spirit one wants to see in nation building. Make no apologies for the hard work and discipline you have shown, but let it shine like a beacon in this sea of darkness where far too often in this country of ours, many of our people do not like to work hard. The past 25 years have shown that there is no success without hard work. Let your light shine upon us and remove the darkness that presently engulfs this nation," said Warner.
