Because it's the cheapest.
Most likely the owner went to a mechanic who's used to stuffing ga16's in Kia's and Skoda's to replace their POS engines and make them worthwhile.
A little more and he could have had a blacktop D15 vtec. And it would last a lot longer.
This engine should do well in the civic as the civic is lighter than the B14 though.
If it's a commuting car, I say go strong. Hopefully he won't keep it long enough to see the end of the nissan engine.
