they weren't issuing permits as the usually do.......ppl who legitimately hunt would have known that the season was not going to be opened, or would have been delayed.

hunting season should be shortened to TWO months from 01dec-31jan..and strict quotas imposed on catch size & number/hunter. Illegal hunting MUST carry a mandatory jail time penalty & quota violations should incur very punitive fines.
