you have to get permission from Hyatt to use anywhere infront of them and if any images of the hotel maybe taken. for the rest by the fountain...check the POS borough council...they should have an idea or the mayor's office.

Already checked with the Promenade Management Assoc.
They said to check with the City Council
Checked with City Council, I think I woke the woman up and she said she doesn't know who's responsible for that....and went back to sleep...
Then I went for a long shot and called the Hyatt, just in case by chance they had a clue. Hyatt guy in Banquet & Events dept. said that Hyatt isn't responsible, then he said I'd have to check with "The Ministry". I asked which one. He said I dunno but that's definitely goverment.

Going to try the mayor in the morning.
