At these levels, low-lying areas adjacent to Caroni River and its tributaries begin to flood. With additional rainfall, nearby drains may quickly become overwhelmed, leading to longer-lived street and flash flooding.

afaik when you build a road
the weight of the vehicles pushes outwards to the sides
if the base has nothing retaining the sides it may eventually squish out like a road with no box drain which just keeps softening up
