Canada warns citizens over high degree of violent crime in T&T

The government of Canada has issued a travel advisory informing potential visitors to T&T to exercise a high degree of caution due to violent crime.

The website, https://travel.gc.ca Home: Travel.gc.ca, the Canada government’s official one-stop shop for comprehensive international travel information, stated on March 28, that violent crime, including armed robberies, assaults, and sexual assault, occurs frequently on the island of Trinidad, especially in the capital, Port-of-Spain.

“Tourists have been targeted,” it said.

The advisory said that since 2018, incidents of kidnapping for ransom have increased. “Cruise ship passengers should be very careful when walking around the docks in Port-of-Spain. Shootings, kidnappings, and other gang- and drug-related violence also occur. There is a risk of being in the wrong place at the wrong time,” it added.

It also said petty crimes, such as pickpocketing, bag-snatching, and thefts from cars, occur.

The Canadian authorities stated that foreigners should remain highly vigilant, particularly in certain areas. It listed Laventille, Beetham Gardens, Sea Lots, Cocorite, Carenage, Morvant, Savannah Park, Fort George, La Brea (Pitch Lake), and Las Cuevas Beach.

“If possible, avoid travel outside Port-of-Spain after dark, especially along the Beetham Highway.”

The advisory also highlighted the issue of home invasions. It said home invasions are common and may turn violent.

“If you are staying in either private or commercial accommodations, be aware of your surroundings at all times and ensure that windows and doors are securely locked. Be aware that police response often takes time.”

Terrorism was also pointed out to potential visitors.

According to the advisory, there was violent crime on the island of Tobago, including assaults, sexual assaults, and armed robberies.

“Incidents against foreigners, including Canadians, have occurred. Petty crime, such as pickpocketing and purse snatching, also occurs. Tourists have been targeted,” it said.

Guardian Media reached out to Minister of Foreign and Caricom Affairs Dr Amery Brown for comment on the latest advisory, but no response was received up until late yesterday.

Former murder convict sues over sentence review

A Tacarigua man who was released from prison in December after serving more than 30 years for murder, has sued the State for its failure to conduct periodic sentence reviews that could have resulted in an earlier release. 

In the lawsuit filed earlier this month, Beemal Ramnarace’s lawyers led by Senior Counsel Anand Ramlogan, of Freedom Law Chambers, contended that his constitutional rights to liberty and protection of the law were breached by the failure to conduct the four-year reviews as required under Prison Rule 282. 

In April 1996, Ramnarace was convicted of murdering Ian Poon in 1993 and was given the mandatory death penalty. A little over a year later, the Court of Appeal quashed his conviction and ordered a retrial. The retrial ended with the same outcome as in his first trial. 

Ramnarace’s sentence was eventually commuted to life imprisonment based on the landmark Jamaican case of Pratt and Morgan, in which the United Kingdom-based Privy Council ruled that the death penalty could only be carried out within five years of a prisoner receiving it. 


Ramnarace, who spent most of his sentence at the Carrera Island Prison, was re-sentenced by High Court Justice Gillian Scotland late last year, based on another landmark case in which the Privy Council ruled that beneficiaries of commuted sentences should receive definitive prison terms as opposed to blank sentences for the remainder of their natural life. 

Justice Scotland ordered the immediate release of Ramnarace, who had been in prison for a little over three decades, as she ruled that a 25-year sentence was appropriate based on the circumstances of Poon’s murder and Ramnarace’s positive rehabilitation. 

In the lawsuit, Ramnarace’s lawyers argued that although he was entitled to six sentence reviews during his lengthy incarceration, he only received three between 2014 and 2022. 

Noting that the three recent reviews were positive, with Ramnarace being described as an exemplary inmate, his attorneys said: “Had these reviews been conducted and properly considered, the claimant is confident that it would have had a favourable impact on his early release and, in the absence of same, he spent a relatively longer time in prison that he would otherwise had to spend.

“However, this benefit was inexcusably stripped away from him due to the Defendant’s delay and/or failure to carry out the reviews, thus violating the right to protection of the law. He was treated in an arbitrary and unfair manner in breach of his rights.”

Ramnarace’s lawyers also highlighted the lack of activity of the Mercy Committee. They noted that in 2014, the seven-member committee, which includes the National Security Minister, Attorney General and Director of Public Prosecutions (DPP), considered his case and decided against advising the President to use the presidential power of pardon under the Constitution. 

Although the Commissioner of Prisons recommended his early release in 2017, his second application was not considered by the committee. 

The case has been assigned to High Court Judge Frank Seepersad who set a case management hearing on June 3.

How is it that these two always find themselves together and shafting the taxpayers of millions to go towards legal fees and kickbacks. It really does seem that the UNC loves murderers, first bail then lawsuit before complicit judiciary.

^ Beemal Ramnarace killed the Royal Castle night manager in Tunapuna by putting his head in the bucket of water and leaving him in the walk in Freezer. All for some money and Steel Pulse tickets. Fcuk him.,,,,he should have hanged long time now together with this other two buddies.

Really is to laugh, yes. In a functioning country he would be dead or still awaiting execution, but in light of his crime he's suing because he could have been released earlier? That almost as jokey as Sean Luke's killers in YTC in their 30s to learn courses.

BAIL has been denied to a former United States marine officer arrested on a provisional warrant on April 9 for 128 sex crime offences in the US.

Farzan Mohammed appeared before acting Chief Magistrate Christine Charles on April 11, hours after his attorneys threatened to file a writ of habeas corpus for his release.

He is represented by attorneys Subash Panday, Petronilla Basdeo and Genevieve Thompson. The US was represented by Ravi Rajcoomar, SC, Netram Kowlessar and Ryan Rajcoomar.

Charles adjourned the matter to May 9, to give the requesting state time to file the record of case and the authority to proceed for the start of extradition proceedings.

Hours before he appeared before Charles, his attorneys threatened to file a writ of habeas corpus to have the police justify his continued detention.

Mohammed, 36, was arrested in south Trinidad by officers of the Southern Division Task Force. He was arrested in Diamond Village, near San Fernando, and taken to his home in Princes Town where a search warrant was executed, his attorneys said in a pre-action protocol letter.

He was then taken to the Marabella police station and the Besson Street police station on April 10.

The letter said he was told he was being held in connection with several sexual offences in Philadelphia. According to the provisional warrant that Newsday has seen, Mohammed is accused of trafficking in individuals in violation of Pennsylvania Code 3011, which carries a maximum sentence of 40 years as a first-degree felony.

He is also accused of corruption of minors as a felony in the third degree; ten counts of involuntary deviate sexual intercourse with a victim less than 16 years old; violation of the Photograph/Film Sex Act; dissemination of photographs; endangering the welfare of a child; ten counts of indecent assault on a person under the age of 16; ten counts of unlawful contact with a minor; unlawful dissemination of intimate images; indecent assault of a person under 16; indecent assault by force; possession of child pornography; statutory sexual assault of a victim 11-year-old or older; ten counts of sexual assault; criminal use of a communication facility and ten counts of rape by forcible compulsion.

The offences were alleged to have taken place between 2002-2003.

depends on what is ordered - they can simply order that the data is corrected and that would be fine. but if they order it deleted regardless of whether its true just because somebody doh want their name on it then yes.

so how are authorities supposed to list somebody as a
“person of interest” ?
investigating agencies would surely have many persons who have no official records on file but listed as somewhat suspicious

Three men were robbed of a quantity of cash and other valuables on Wednesday in Port-of-Spain, when they went to transact the purchase of a vehicle which had been advertised on Facebook Marketplace.

The victims had reportedly gone to meet a man at Eastern Boys’ Primary School, George Street, around 4.30 pm regarding a Nissan B15 which had been advertised for sale.

When they arrived, five male suspects allegedly surrounded the men’s car and instructed them to drive to a car park on the western side of the school.

There, the men, three of whom were armed with guns, were joined by four additional suspects who announced it was a hold-up.

The victims included a 52-year-old and a 21-year-old, both of Agriculture Road, Dow Village, South Oropouche, and a 25-year-old of Fourth Street East, Cane Farm Road, Trincity.

They were relieved of cellphones, wallets containing identification, debit and credit cards and $14,000 in cash.

The suspects then fled the scene by running east into the George Street Apartment Complex where they disappeared in different directions.

real man getting pass out for not paying "protection" money. An aquaintance of mine with a small gravel yard was killed not too long ago, for not paying $20,000 a month.

Is not safe to own a small business these days.

I'm hearing of a clothes store owner getting hit today?
