Capital punishment, the way it's done in the western world, isn't effective. in most countries it's done using the most humane methods, meaning looking for the fastest and least painful mortality effect with as little trauma and pain to the condemned as possible up to & often during the actual execution.
Make it public, start lopping off heads & limbs in Woodford square & televise it, that'll change it's ineffectiveness to a significant extent.
Another more productive alternative, put all inmates & I seriously mean ALL, condemned, lifers, short sentence, to work for a salary of say half the national minimum wage for the duration of their sentence, & use those earnings to feed house & clothe them, as well as to pay restitution to those most affected by their wrong doing. So if a murderer kills someone, & the victim has kids, that killer will have to work for the rest of his/her life & provide for those the victim left behind. Saves the state a lot of costs wrt maintaining the convict, as well as providing for the family of the deceased. Regardless of who disagrees, chain gangs can serve a very good purpose, & don't have to be difficult to manage.

I am neither for nor against capital punishment. I only accept its benefits & disadvantages as they are for what they are. If capital punishment is the law of the land for whatever offense, until that changes, the condemned will have to be executed sooner or later, & no amount of tuner forum keyboard stroking from desperateforlove could cause any meaningful change. Don't want to face the hangman's noose? Then don't put yourself in a position where you'll definitely have to face it.
btw, Desi, I got 2 presents for you.
