It has to be on expected performance though.
You can put a teacher in Naps, Pres, Convent, SAGHS etc and every student will achieve a pass. Take the same teacher and put in Malick, Book, Success Laventille etc and you will go home with $0.

when i said "they" i was specifying no one in particular. i was using the same phrase the minister of finance said when he said he 'raised the price of gas and they have not rioted yet'
