Mora Systems has an excellent T&T map that works on Garmin and other similar portable GPS devices.
I believe the Mora map is used for the NAVfone app

this has turn by turn navigation for T&T and it works perfectly
but look at the price AND what makes it worst is that SIRI can't access it so you lose almost all of SIRIs local map functionality which was the point of Apple switching to their own map system in the first place.

I think it was more about licensing than anything else. The license expired this year... may be negotiations didnt go well. I think you linked a post similar to this discussion a while back.

i have mentioned it many times before if you want turn by turn up to date navigation,
use waze it is updated by the users so it is very accurate,
i myself take the time to add new roads and correct errors on the maps from time to time it's kind of fun, you can also search for destinations on foursquare check-ins, bing and some others. it allows you to send traffic alerts to other waze users and it will automatically alert you of traffic and divert you around the traffic it also learns your frequent driving routes it is the best one i have used and the best part is it's free, so give it a try. http://www.waze.com
