If illegally parked and towed, pay the fee, if impounded for drugs, accident,suspected stolen, say bye bye car.

Fraud relative to the vehicle? The driver committed fraud and was in the vehicle at the time of his arrest?

sorry my bad fraud relation to tax evasion scams, using the purchase of the vehicle (idk the further details). So they confiscated it.

Well you can't pay to have it released.
At the end of the investigation of the vehicle forms no part of material evidence it can be released without incurring any cost to the registered owner.
