You just go in and tell them you came to get a BIR # for the first time. They will look through a book make sure you don't already have one do some things and then like magic you have a #. Don't worry. It doesn't usually take long and doesn't require much 'doing' on your part. Well at least that's how it was years ago. Hopefully now they more efficient and it takes even less time
You have to be present with a form on ID. If someone is doing it they must have an authorization letter and copy of ID. It's less stress if you go in person I did mine 3years ago and I was in and out in 15mins.

If you're under 25 someone can apply for it for you. They'll need an authorization letter, your job letter, the application form and a copy of your ID. it usually takes about 5-10 mins once they have your documents.
