Can a normal battery charger be used to charge a dry cell battery such as kinetik & powermaster,s etc...............

yes, but they can overcharge / damage those batteries if left charging too long...

get a dmm and monitor it while charging

an ammeter will be the better choice.. when depleted, a battery will draw between 6 - 12A of current to charge..

as it charges, the current draw will decrease.. a fully charged battery (on a conventional battery charger OR 13.8V power supply) might draw between 1 - 3A of current..
