The two-day Caricom special symposium addressed crime as a public health issue and saw prime ministers from several Caricom nations in attendance.

FOLLOWING in the footsteps of the police and the Defence Force, on Tuesday afternoon the Prison Officers' Association (POA) will reportedly accept the four per cent salary-increase offer from the Government.

The agreement means that the Fire Officers Association remains the lone member of the protective service not to agree to it.

On March 31 Assistant Commissioner of Prisons Felix Alexis, head of the first division Prison Officers Association, and the Chief Personnel Officer, Dr Daryl Dindial, agreed to the increase.

After the signing, president of the POA Gerard Gordon condemned what he called a "reprehensible and desperate" act, as the POA is the only recognised body allowed to represent all prison officers except for the deputies and commissioner of prisons.

The Government has not budged from its position that four per cent was all it could offer for 2014-2019. The first union to accept the offer was the Amalgamated Workers' Union, which agreed to the proposal on August 29.

In November 2022 the Defence Force became the first sector of the protective services to accept the offer. It was followed by the police service in December last year.

The POA was among four unions referred to a special tribunal of the Industrial Court after negotiations broke down. The remaining unions are the TT Fire Service Association and the Trinidad and Tobago Unified Teachers' Association (TTUTA).

In a phone interview with Newsday on Tuesday, Gordon said the decision was made in the best interest of the membership. He added that last Thursday the Industrial Court sought to bind the union to a ten-year negotiating period, and if the four per cent offer was accepted, it meant members would have been mandated to accept four per cent for the decade, rather than a six-year period.

“We had an emergency meeting last Thursday, and based on the feedback we withdrew the matter on Friday and accepted four per cent for the period 2014-2019. It was the best decision, based on the information we had, because at the end of the day, half a loaf is better than none.”

The offer means prison officers will be given no increases for the years 2014-2016, two per cent for 2016, nothing for 2017-2018 and another two per cent for 2019. Negotiations for the remaining four-year period, 2020-2023, are continuing.

In a media release on March 31 after signing with Alexis, Dindial said: “Apart from the four per cent salary increase, there were adjustments to allowances such as plain clothes, meals, laundry, special responsibility, travelling, cost of living allowance (COLA), as well as a lump sum payment of $4,000 to officers who retired compulsorily, voluntarily, with permission on the grounds of illness for the period 2014-2016.”

In T&T, the process—such that it is—is set out in a 59-year-old legal notice. It invites applications to be made to the AG. No one knows what happens after that until the Prime Minister forwards to the President names of lawyers on whom to confer the status.

In conferring the degree Frederick, who was received this country's highest award, the ORTT, in 2020, listed improvement to roads, increasing economic growth and education funding and school repairs, among other things.

Frederick also erroneously stated that Rowley was the country's first Prime Minister from Tobago. However, the late ANR Robinson achieved that distinction in 1986.

Months of deliberation ended earlier today, with the Trinidad and Tobago Unified Teachers’ Association (TTUTA) accepting the Chief Personnel Officer (CPO),  Dr. Daryl Dindial’s 4 per cent salary offer for the periods 2014-2017 and 2017-2020 with enhanced entitlements included in the Memorandum of Agreement.

The TTUTA’s Executive negotiated and signed off on the improvement of allowances and the expansion of some existing benefits applicable to members of the Teaching Service. These included improved provisions for Sabbatical Leave, Commuted Travelling Allowance and an expanded list for Incentive Allowance. In addition, a new Telephone Allowance was introduced for all Principals, Vice Principals, Senior Teachers, and Senior Special Education Teachers.

Adjustments were also made to Travelling Allowances, Cost of Living Allowance (COLA) as well as, the grant of a one-time lump-sum payment of $4,000 to members of the teaching service who retired compulsorily, voluntarily, and with permission on the grounds of ill health for the period October 1, 2014 to September 30, 2016.

The CPO informed, that a Letter of Understanding was also provided to the Association, which contained issues where there is a commitment by the Personnel Department to continue deliberations post negotiations. These include School Based Assessments (SBAs), Caribbean Vocational Qualifications (CVQs), and the payment of a Technology Allowance for the purchase of teaching resources in light of the proposed introduction of the Dual/Hybrid Education System.

Additionally, the conduct of a Job Evaluation Exercise was also agreed upon, which is expected to commence in fiscal 2024/2025.

Commander Dindial is aware of the integral role that our educators are expected to perform. He noted, that their responsibilities go beyond the formal duties of any job description since teachers take the initiative to act as Guidance Officers, Mediators and Councellors to resolve issues in their classrooms. He added, that they continue to make sacrifices to assist our nation’s children.

The CPO unreservedly thanks the nation’s educators for their unwavering commitment throughout and during the COVID-19 pandemic. He acknowledges there are many outstanding Administrative issues such as Increments and Classification of Extended Sick Leave along with other matters that are impacting teachers. The Association with CPO is working with other stakeholders to address those concerns. He appeals to teachers to continue their commitment and passion for educating, guiding and mentoring our children to make the right life choices.

Dindial appealed to the other Associations to accept the Government’s offer.
