Barbados and TT sign fishing protocol

Barbados and TT have signed a protocol on common procedures relating to the arrest of crew, or detention of fishing vessels, in each other country’s territorial waters.
“The protocol seeks to put in place agreed common procedures that will be applied whenever the crew and fishing vessel of one State are apprehended for fishing illegally in the waters of the other State,” Foreign Affairs Minister Winston Dookeran said yesterday.
Dookeran signed on behalf of TT while Barbados non-resident ambassador to TT, Robert Morris signed on his country’s behalf at the Ministry of Foreign Affairs, Tower C, Port-of-Spain.
Dookeran also noted that Government was aware that Barbados considers the conclusion of a fishing agreement an important part of the bilateral agenda between the two countries, and will work with the Barbadian authorities to make this possible.
According to the protocol, where a crew is arrested, or a fishing vessel detained, both parties shall maintain a log of events pertaining to the arrest, or detention. Within 48 hours of the docking of a detained vessel, the detention State shall provide information to the other State, including registration or licence number of the fishing vessel, date and time of detention, coordinates of the location where the vessel was fishing, and the numbers or weight, and the type of fish on the vessel when detained.
According to Dookeran, the protocol operationalises the notification provisions of the United Nations Convention on the Law of the Sea in the event of an arrest or detention.
He said that the regulatory framework will protect the fisheries resources in the Caribbean Sea, and specifically the sea between TT and Barbados.
TT and Barbados, he noted have subscribed to CARICOM’s Castries Declaration on Illegal, Unreported and Unregulated (IUU) fishing.
IUU fishing, he said, has been identified as one of the main threats to sustainable fisheries globally.
IUU fishing, Dookeran said, has been described as having far reaching ecological, environmental, social and economic impacts.
“It is in the mutual interest of both Trinidad and Tobago and Barbados to cooperate in addressing IUU fishing in the Member States of CARICOM,” he said.
In his remarks Morris said that the protocol for the arrest of a crew or detention of fishing vessels may provide a template for other states to follow.
Noting that the agreement precedes the fishing season in which some fishermen from Barbados might find themselves in TT waters in search of the Flying Fish — the national fish and a national symbol of Barbados, Morris said, the protocol will enable the maintenance of good order in the fishing areas.
It will also be effective in the development of the blue economy, he said.
The blue economy refers to the use of marine resources for development. He also expressed the need for a fisheries agreement between Barbados and TT which, he said, will enable joint ventures which could cut down on illegal fishing.

Construction of the Sangre Grande Enhanced Health Centre began today.
The new facility is expected to provide a full range of primary health care services with general practice clinics with extended operating hours.
According to the Ministry of Health, Sangre Grande enhanced health centre is one of many proposed projects which aims at providing healthcare services for a number of persons more easily.
The facility will be located at Ojoe road, Sangre Grande.

This present government has brought so many Early Children learning facilities, finished the Hospital in Tobago, New Childrens state of the art hospital in South, New Childrens hospital in Central underway, wonderful highway extension to link the entire island. new South UWI campus.
As you can see this government has been focusing on the Youth and educating them and looking after them from young. something that the previous admin knew nothing about and really couldn't care less, unless it fattened their pockets.
Park-and-ride to shop

For the sum of $20, motorists can use the park-and-ride facilities provided at the Queen’s Park Savannah to enable shopping and conducting business in downtown Port-of-Spain during the busy Christmas season.
The park-and-ride for this Christmas season was jointly launched at a media briefing yesterday at the VIP South Car Park, Queen’s Park Savannah (QPS) by Transport Minister, Stephen Cadiz, Chairman of the Downtown Owners Merchants Association, Gregory Aboud and Deputy General Manager of the Public Transport Services Corporation, Carl Ramdeo.
In brief remarks, Cadiz noted that the park-and-ride initiative will allow for cars to be parked at the QPS, and the occupants of one car would be able to use the PTSC bus shuttle into the city for the sum of $20. Anyone can join the shuttle on the route for $2.50.
The bus will leave the Queen’s Park Savannah, into Chancery Lane, Keate Street, Frederick Street, Independence Square, down Abercromby Street, into Gordon Street, back into Chancery Lane and into the QPS.
The shuttle will be operational from 7 am to 6 pm, and will operate until Christmas Eve from Mondays to Saturdays. The park-and-ride will also work during the last Sunday before Christmas Day.
The shuttle will leave the Queen’s Park Savannah every half-hour . Two buses have been assigned to do the daily run with a third on stand-by.
According to Aboud, the municipality has failed to provide adequate parking, and nameless wreckers pounce on anyone even at nights, just to rake in the $500 charge.
Jennifer Inniss, who lives in the east/west corridor, was the first person to buy a park-and-ride ticket yesterday for herself and two other family members. She was in the city to take her grandchild to the NALIS Library, and to conduct other business.
Inniss told Newsday she looked forward to using the park-and ride facilities because of safety issues with her car in the city, to avoid being “wrecked,” and on account of high charges from car park operators. A few weeks ago, she said, she paid $20 an hour for parking along Charlotte Street, Port-of-Spain.
This is the third year that the park-and-ride initiative is in operation.
