I take it you've never heard the very old term "bread and circuses" . Google it and you'll learn what our local version 'rum and roti' actually means.

Not Trinidadian politics but I thought it was interesting for those that want to emulate China.

12 government ministers met in a room in Beijing to cast their votes for the next secretary general of the Organization Department of the Communist Party of China Central Committee.

The two finalists had emerged from what is arguably the political world’s most demanding trial of leadership. In the final stages alone, about a dozen contenders were nominated by party members; a written examination cut the field to five; an oral exam in front of politicians and policy experts cut it to three; the three were investigated for corruption and past performance in office; and the final two were put to the vote by senior ministers, who were themselves the survivors of several decades of competitive promotions, at an odds of about one in 140,000 each.

We’re very attached to our democratic way of doing things—chainsaws, bacon and all. But how confident are we that we’ve gotten it right? How certain are we that whichever leaders come out of our process, of whatever party and persuasion, can stand on equal footing with whomever comes out of theirs?

In the Independent Liberal Party (ILP’s) manifesto 2015-2020, it details a comprehensive crime-fighting plan; a modernised approach to issues currently facing law enforcement. This, it says, is its major focus, should it be elected to office.

Jack Warner, the party’s leader, is a former National Security Minister under the People’s Partnership administration.

The party says the physical infrastructure and technology will be provided to the protective services to improve detection rates and the resources required to reduce crime will be provided.

The ILP’s key proposals for Security, Safety and Justice:

· Reintroduction of night courts

· The establishment of courts in the remand yard of the Maximum Security Prison

· The return of the Prison Service under the Ministry of National Security

· Integration of a transformed Transit Police into the Police Service and allow the traffic wardens to police the Priority Bus Route

· The reintroduction of the highway patrol unit 24-7 along all the major highways

· The establishment of 32 Police Service Community Units

· Increase of the police fleet by over 300 vehicles including motorcycles

· The introduction of the use of radar guns and taser guns

· The recruitment of 5000 SRP officers to be trained at UWI (St Augustine) and out of this group 3000 to be assigned as community support officers

· The creation of a virtual/cyber command service

· Conduct and maintain TTAG border and maritime patrols 24-7 around T&T with an escalated vigilance to Air Law Enforcement missions

· Establish a Multi-Agency Maritime Task Force (MAMTF) comprising of Coast Guard, Customs, TIPS and Immigration personnel- to be stationed around the coasts at strategic positions/bases and assume a tactical response mode to coastal policing

The People’s National Movement (PNM) says it intends to move swiftly to rebuild the country’s Coast Guard, restore confidence in the armed forces and protective services, and reconstruct anti-gang, forensic, and criminal surveillance systems- should it be elected to office.

It adds that whatever national security capacity of value put in place by the UNC-led regime will be kept and rebuilt.

The PNM plans to adopt a whole-of-government approach to national security, with all ministries and agencies sharing responsibility and ultimately accountable for the security and safety of the state.

The PNM’s key national security proposals:

· Review procedures for the appointment of a Police Commissioner and his deputies

· Reform, upgrade, modernise and transform the Police Service

· Establishment of operationalization of Community Safety Partnerships

· Establishment of an appropriate Police Management Agency

· Establish a Joint Border Protection Agency

· Develop a Disaster Risk Management Policy

· Tackle youth criminality head on

· Accountability through the establishment of a Police Service Inspectorate (will report regularly to Parliament on all Police Divisions’ performance

· Adoption of an Intelligence-Led National Security Model

The United National Congress (UNC)/ People’s Partnership (PP) says crime and law and order is a top priority for its administration-should it be given a second term in office. It believes that it has made inroads in creating the conditions for a lasting solution to the issue of crime.’

The party says it intends to continue emphasis on more effective law enforcement policing and border control, with an increasingly community-focused and community based Police Service.

It intends to strengthen surveillance and control of the country’s territorial borders to stem the illegal entry of goods and people.

Key proposals of the PP’s plan for a safer, crime-free T&T:

· More effective law enforcement and policing with the use of modern technology

· Deepening the impact and extending the reach of the Citizen Security Programme

· Reform of the justice system to deal with court backlogs

· Rehabilitation of offenders through a first offenders programme

· Developing a programme that links imprisonment with agricultural production

· Completing the construction of police stations throughout the country

· Strengthening the National Operations Centre with the capacity to conduct real-time tracking of crime and criminal activity

· Augmenting the capacity of the Coast Guard fleet

· Upgrading of Coast Guard facilities and bases

· Establishing clear, consistent hotspot, safe zone, roving reinforcement squads

· Expanding the rapid response unit

· Strengthening of community comfort patrols; greater synergies between patrols and police stations

Each of the mainfestos put forward introduce some logical ideas and approaches to the issues of crime and national security.

While each of the plans put forward by these political parties sound good and is comparatively good, they require a lot more than lip-service and the true test would lie in how they intend to implement them.

So far, the ILP seems to have the most detailed, simple crime plan, in terms of its ‘doabilty’.

Meanwhile, the PNM’s plan clearly has structure, but areas such as the prison system and treating with offenders and rehabilitation need more attention.

Finally, the UNC’s plan seems slightly superficial and requires more depth, regarding how it intends to carry forward these proposals.

The 'pulao', or mixed rice dish of India, became 'pelau' and was popular long before roti made the hit parade. Even in music technology, the country that gave the world the steel pan also reputedly invented the 'dhantal', a percussion instrument that was fashioned out of the iron 'bows' that yoked the oxen that pulled the cane carts. The dhantal and 'chutney' music, another Trinidadian invention, go together like a roti with a Red Solo soft drink or 'curry duck' and a river 'lime'. In politics, the combination of 'rum' and roti characterised a unique form of garnering votes for elections that was not limited to race.

Mayaro residents on Gypsy’s resignations: He should have gone long time

No tears were being shed in Mayaro for former MP Winston Gypsy Peters yesterday, even though he represented the constituency for 15 years. Instead, many expressed delight at his exit from the seat which is held by the People’s Partnership. “He should have gone long time,” was the sentiment expressed by residents yesterday when the T&T Guardian visited the Mayaro constituency.

On Tuesday Peters publicly announced his resignation from the UNC and as Community Development Minister at a media conference at the Hyatt Regency in Port-of-Spain. Peters, who denied he was being bitter, said he was prompted to resign after being rejected as a candidate for the September 7 polls.

Ann Marie Rampaul, 45, of San Pedro, said she believed the Prime Minister listened to the cries of the constituents when Mayaro businessman Rushton Paray was selected as the UNC’s candidate. “I do not think she (Persad-Bissessar) was at fault at all. A lot of people did not want him to go back, a lot of people say they were not going to vote if he remained there.

“I am not sad to see him go. We never see him in our community. We have no tears for him at all,” she said. Sour grapes, that is how Hamida Mohammed, 54, of Mohammed’s Delicacies at Naparima Mayaro Road, described Peters’ accusations against Persad-Bissessar. She said she did not think Gypsy’s actions would affect the PP’s chances of retaining the Mayaro seat.

Balkissoon Bhagwandass, 52, of Mayaro, said he believed Peters’ resignation would only help the PP in the constituency. “That (resignation) was the best thing he do. If they (the People’s Partnership) didn’t have a chance to win now they do,” Bhagwandass said. Murray Persad, of Rio Claro, did not mince words as he defended the Prime Minister’s statement against Peters’ attacks. He claimed that Persad-Bissessar was an “ungrateful ingrate.”

“Gypsy is a hypocrite and he was the one who was very ungrateful. I supported him all the way, going back years now, but I was not going to vote for him if they put him up this time,” Persad said. Arnold Mano, 35, of Clear Water Village, Rio Claro, who openly declared his allegiance to the People’s National Movement (PNM) came to Peters’ rescue.

He said when he looked at the situation he could understand why Peters took the action he did. For doubles vendor Dolarie Vashti Sudama-Mohammed, 49, of Riverside Road, Poole, Peters’ resignation was long overdue.

“We were not pleased by him bad talking the Prime Minister. He should have leave long time. He never do nothing for us. We never really see him. Only since election start you see him coming around again,” Sudama-Mohammed lamented. Her customers, busily munching their doubles at San Pedro Junction, Rio Claro, mumbled in agreement.

“He do nothing for Mayaro. That is what you call performance? I don’t know nothing about the Prime Minister not giving he the funds, that is politics, just politics,” said a male customer as he jumped in his car after eating his doubles.

I refuse to believe that it's UNC supporters demanding propaganda on their fb page. Probably PNM sleeper cells. Don't worry guys the UNC will have a media blitz next week it was paid for since late June. As an aside you guys need to read Hucii George's posts on the fb page he always has some long winded story that leads back to the greatness of the PP check out his posts
