For months, residents of Picton Street, Newtown, have been asking the same question – who is building a new five-storey apartment complex on their street? Sources did advise that it is owned by a senior PNM Government Minister, though on record the development is being built by Belgrave Properties Limited, with registered offices at 41 Rosalino Street, Woodbrook.
We checked the company’s registry only to ascertain that the Directors of Belgrave Limited are Colm Imbert, Minister of Finance, his wife Suzanne Williams-Imbert and his son, Adrian Imbert all at #49 Lisa Avenue, Hillsboro, Maraval.
The genesis of this apartment complex started three years ago when an old house on a vast property was sold. The house was eventually demolished and the site cleared. The property had a new owner who no one knew then. Sometime in 2018, piles of steel were driven into the ground, causing some distress to many aged residents on Picton Street. Complaints were made to the Port-of-Spain City Corporation, but all fell on deaf ears and many say that this is due to the influence of the powerful Minister of Finance in the Rowley government on the Port of Spain City Council and especially Mayor Joel Martinez whom we shall leave for another day.
According to a resident, the construction is supervised by the Minister’s son and all the approvals for the construction of the property were made in record time. Many persons are also asking if the relevant disclosures have been made to the Integrity Commission (IC) and not simply a share in the company by the Minister. No one can say how many workers are presently employed on the project but it has been said that the Imberts have taken advantage of the influx of Venezuelans to get cheap labour.
There are quite a number of Venezuelans on the project, and what makes it easier for the Imberts, is that those foreigners live on the same Picton street very close to the project. Residents have said that the Imberts kicked in the minimum wage order with the workers getting $15 and $16 an hour. Residents are divided about the housing complex in their area.
Although they say that progress is inevitable, some say that the pristine beauty of their area is going away.
Residents lamented that had it not been for the clout of Minister Imbert no approvals would have been obtained for such a housing complex at that location. The residents also say that crime has already taken over the Newtown area and they feel such a complex will attract more criminals.
As the 2020 General Election approaches more and more PNM ministers are buying up properties especially in the city of Port of Spain and environs. Some of the properties are eventually rented by the government at fantastic fees and while all of this is taking place hundreds of thousands have been dismissed by the government and are living below the poverty line.
Many persons are questioning how can a Minister who had difficulty in paying bills over the years can become so wealthy in less than four years? This is the question on the lips of not only the residents of Picton Street in Port of Spain but of the national community.
Many remember the derogatory remarks that the late Patrick Manning had made on this Minister before his death and are now wondering if everything that Manning had warned against is now true.
The Project
The Complex is called the Allora Apartment Complex. It is a brand new development encompassing luxury living, a fantastic location, 20 modern apartments divided among five floors, scenic mountain and city views all within walking distance to the Queen’s Park Savannah. All 20 apartments have been pre-sold at a price of $2.75 million each, making it a whopping $55 million on the complex. Work is proceeding at full speed, with completion expected sometime in 2020.
Each apartment will consist of three bedrooms, 2.5 bathrooms, open plan layout, laundry, and private balcony.
There are covered and uncovered parking, vehicular entry and exit gates, and elevator access. Aspiring apartment owners have been asked to pay a ten percent deposit, 10 percent for foundation, 10 percent for the roof, with the balance of 70 percent on completion.
