well some jobs put persons at greater risk than othe jobs. a security guard doing CIT work is more at risk for serious/mortal injury directly related to their duties than a shelf packer. defining & identifying occupational hazards isnt anything difficult.
as far as i know the only things to make employers & company owners look after their workers safety & get proper coverage for them are the workers themselves, whether individually or thru a union, or the if the emoloyer chooses to be proactive about it as a means of covering their own backside. so if sumn happens to an emoloyee while on the job due to a lack of training or hazardous working conditions that can be directly attributed to the management, the policy will settle it & it costs the company nothing more than the policy premium.
