maybe they should put signs up in 'braille' and 'sign language'....

Of course they see the road signs. Drivers in Trinidad think that the rules don't apply to them. In addition, when there isn't a consistent presence of traffic officers to enforce the rules of the road, then obviously there would become a time when very few would even care of road signs anymore. People park under 'No parking' signs here in Trinidad and return to their cars casually like they did nothing wrong. It's not our fault really, the traffic management and enforcement is virtually non-existent, hence your identified problem.
