Cabinet reshuffle this morning
The following are the changes to the Cabinet made today and announced by the Office of the Prime Minister.

"Please note that today, Monday 31st October, 2016, Prime Minister Dr. the Honourable Keith Rowley advised His Excellency Anthony Thomas Aquinas Carmona, Preseident of the Republic of Trinidad and Tobago, to immediately act in accordance with the provisions of Section 43(2) €, 3(9), 40(2)(a), 76(3) and 79(1) of the Constitution of the Republic of Trinidad and Tobago in relation of the following:

· Revoke the appointments of Ms. Sarah Budhu as a Senator;
· Revoke the appointment of Ms. Nicole Olivierre as Minister of Energy and Energy Industries;
· Revoke the appointment of Brigadier General (Retired) Ancil Antoine as Minister of Public Utilities;

His Excellency was also advised to:
· Reassign Mr. Franklyn Khan from Minister of Rural Development and Local Government to Minister of Energy and Energy Industries;
· Appoint Mr. Kazim Hosein as Senator and Minister of Rural Development and Local Government;
· Reassign Mr. Fitzgerald Ethelbert Hinds from Minister of Works and Transport to Minister of Public Utilities;
· Appoint Mr. Rohan Sinanan, a Senator, as Minister of Works and Transport;

A security guard was shot and killed by criminals who came to steal the cigarettes out of a delivery truck in Arima this morning.

The killing happened at Kingdom Drive, Maturita.

The officer killed has not immediately identified.

Police were told that the officer was on security duty on a delivery truck conducting sales at mini marts and groceries in the area when he was shot and died at the scene.

The killers left in the truck containing the cigarettes. The vehicle was later found abandoned in a forested area in the Heights of Guanapo.

People willing to take life over anything nowadays :C my gosh.... willing to take a life for what...for some cigs that'll sell for petty cash that they could have earned from an honest living, hard work, taking risks and persistence :/
If they'd only put that effort from their criminal acts into starting their own business maybe they'll be successful...

There will be no wage increases for public servants for the negotiation period 2017 to 2020.

Finance Minister Colm Imbert has today announced a wage freeze for the public sector.

The announcement was made at the International Monetary Fund (IMF) forum at the Hyatt Regency this morning.

The minister was part of a panel of global and regional leaders discussing the economic challenges facing the region.

In the audience was Jamaica Prime Minister Andrew Holness and Dr Warren Smith, President of the Caribbean Development Bank.

The announcement by the government is expected to have a ripple effect across the private sector.

Sources say the former government Minister was evicted for non-payment of mortgage to the Trinidad and Tobago Mortgage Finance Company, totaling 1.2 million dollars.

AFTER two years of refusing to pay invoices submitted for payment to the Housing Development Corporation (HDC) by the wife of Finance Minister Colm Imbert, she was paid $7.5 million in April 2016.

The Ministry of Finance released enough funds through the Public Service Investment Programme (PSIP) to enable the HDC to pay Suzanne Williams-Imbert's company Bolt Trinidad Ltd the full $7.5 million it was owed.

Four months after Bolt Trinidad Ltd was paid, the ministry injected $300 million into the HDC to pay other contractors.

Bolt Trinidad Ltd was retained to provide consultancy services on two HDC projects in 2004.

The HDC currently owes some $600 million to other small and large contractors who are clamouring for their payments.

Unemployment hits 4-year high

Amid a deepening recession, unemployment rose to a four year high with women losing more jobs than men. And the rise was the steepest in five years, according to data released by the Central Statistical Office (CSO) on Monday.

In the second quarter (Q2) of 2016 unemployment rose to 4.4 per cent of the 1.3 million population, the highest it has been since December 2012 when it was 4.7 per cent, the CSO data showed. On a year-on-year basis, unemployment also hit a four-year high, as it was 4.9 per cent in Q2 2012.

Quarter-on-quarter, unemployment rose by 60 basis points from 3.8 per cent in Q1 to 4.4 per cent in Q2, the steepest climb in unemployment in five years. Said differently, this is the most jobs lost since the quarter ended December 2011, when unemployment climbed from 4.2 per to 5.4 per cent in the quarter ended March 2012 - 120 basis points.

The CSO said in a release stated: "The overall unemployment rate for Trinidad and Tobago increased from 3.8 per cent in first quarter (of) 2016 to 4.4 per cent in second quarter (of) 2016. From a gender perspective, the unemployment rate among males increased from 3.7 per cent to 4.1 per cent. Additionally females increased from 3.8 per cent to 4.9 per cent during the same period. When compared to the similar quarter a year earlier the data showed that the overall unemployment rate increased from 3.2 per cent to 4.4 per cent."

Women were the most affected quarter-on-quarter, as they lost more jobs than men. The CSO said: "The labour force of the Republic of Trinidad and Tobago registered 640,900 persons at the end of the second quarter (of) 2016. This represented a decrease of 1,000 or 0.2 per cent when compared to the first quarter (of) 2016. From a gender perspective, this decrease in the labour force was reflected among females. The data shows that males increased by 900 or 0.2 per cent while females decreased by 1,900 or 0.7 per cent."

The number of persons legally eligible to, and actually in, or looking for jobs - what economists call the labour force participation rate - also fell. The CSO said: "The overall labour force participation rate for Trinidad and Tobago decreased to 60.0 per cent in Q2 2016. When compared with the corresponding quarter in 2015, the overall labour force participation rate decreased from 61.0 per cent to 60.0 per cent."

The CSO added: "The survey data showed a decrease of 5,400 or 0.9 per cent in the number of persons with jobs, in the quarter under review (Q2). From a gender perspective, the number of employed males decreased by 700 or 0.2 per cent while the number of employed females decreased by 4,700 or 1.8 per cent. When compared to the corresponding quarter a year earlier, the data showed a decrease of 16,200 or 2.6 per cent in the total number of employed persons in Trinidad and Tobago."

Lyons was speaking on CNC3’s Morning Brew programme yesterday.
He, however, admitted the Bolt contract was for $13 million and that $12 million of the $13 million was paid in August 2015 while a further $102,000 was paid in April 2016.
Lyons said while the original contract was for $5 million there was a variation for $8 million, adding that this figure was paid because the scope of the contract that Bolt was hired to oversee increased and therefore the fee increased with it.

Not 'almost double' bro. The bid was 5mill and the variation was an additional 8mill. Almost triple.
