Released Wednesday 29th October, 2014, the 2015 Doing Business Report ranks Trinidad and Tobago among the top ten performers worldwide! Specifically on page 5 of the Report it states that “among the 21 economies with the most reforms making it easier to do business in 2013/14, ten (10) stand out as having improved the most in performance on the Doing Business indicators: Tajikistan, Benin, Togo, Côte d’Ivoire, Senegal, Trinidad and Tobago, the Democratic Republic of Congo, Azerbaijan, Ireland and the United Arab Emirates. Together, these 10 top improvers implemented 40 regulatory reforms making it easier to do business.”
The Report further states that “being recognized as top improvers shows that thanks to serious efforts in regulatory reform in the past year, they made the biggest advances toward frontier in regulatory practice.”

In a letter addressed to the Minister of Trade, Industry, Investment and Communication, Director of the World Bank’s Caribbean Country Management Unit – Latin America and the Caribbean Region, Mrs. Sophie Sirtaine said ‘I would like to convey my sincere congratulations to Trinidad and Tobago on its ranking in the 2015 Doing Business Report … which places your country once more in a leadership position in the region.’ As the only economy from Latin America and the Caribbean who is ranked among the top ten improvers worldwide, she noted that ‘the reforms your country engaged on span across the highest number of indicators in the Caribbean’. Furthermore, ‘such reforms are leading to tangible benefits for entrepreneurs: starting a business now takes 11.5 days for an entrepreneur in Trinidad and Tobago – on par with international best practice – down from 35.5 days in 2013’.

Trinidad and Tobago made resolving insolvency easier by introducing a new restructuring proceeding. It also strengthened the rights of secured creditors during reorganization procedure.

CDB commits US$120 million to TT Energy Fund

Up to US$720 million, that is the status of the Energy Co-Financing Facility for Caribbean Sustainability as the Government of Trinidad and Tobago moves closer to the target of mobilising US$1 billion.
The Caribbean Development Bank (CDB) has pledged US$120 million US following the recent US$600 million US pledge by the Inter-American Development Bank (IDB), a release from the Ministry of Planning announced yesterday.
The release said that Caribbean Development Bank (CDB) President Warren Smith wrote to Planning Minister Dr. Bhoendradatt Tewarie on August 5, projecting an annual demand of at least US$30 million “for bank resources to finance projects in the energy sector over the next four years” and made a commitment of US$120 million over the four-year-period.
Prime Minister Kamla Persad-Bissessar proposed the Multi-Donor Energy Facility at an Energy Summit of CARICOM and the US in January this year. The IDB and the CDB are now TT’s pivotal partners to bring this idea to fruition. In July of this year the IDB committed US$600 million to the project.
Smith also stated that “one of the Caribbean Development Bank’s goals is to transform the energy sector in order to increase energy security and create conditions for sustainable economic growth. In that regard, this proposal is both very timely and relevant, and demonstrates Trinidad and Tobago’s commitment to contribute meaningfully to the sustainable development of the CARICOM region, with emphasis on climate resilience and low carbon energy. The existence of a multi-donor facility will allow participating donors to leverage the resources they have available to support this transformation.” In February 2015, a Memorandum of Understanding was signed between IDB President Luis Alberto Moreno and Tewarie which formalised the framework for cooperation in the establishment of the Facility.
The pledges from the IDB and the CDB amount to a gross sum of US $720 million, almost three quarter of the target mobilisation amount of US$1 billion.

Caribbean Airlines (CAL) has signed an interline deal with the world's largest international airline-Emirates, which promises to make it easier for customers to travel the world.
The agreement is expected to be fully rolled out in the coming weeks, CAL stated in a press release yesterday.
According CAL, the arrangement gives customers greater choice of destinations, easy transfers in key airports such as London's Gatwick and New York JFK.
Customers can also take advantage of through fares from Emirates' extensive network via London and New York to Port of Spain, Georgetown, Kingston and Montego Bay.
?For example, a passenger travelling from Mumbai, India, can fly on one of Emirates six daily non-stop flights to their hub in Dubai, then connect to one of their three daily non-stop services to London Gatwick (including the 380's) and then connect to one of Caribbean Airline's four weekly non-stop flights to Port of Spain,? CAL explained.
The local airline's vice president of commercial and customer service George Reeleder said CAL expressed excitement at the CAL's move to expand its relationship with Emirates.
?Many people are unaware that Emirates carries more passengers to and from the Indian sub-continent than any other airline in the world, or that they fly to 19 cities on the African continent- all key markets for the Caribbean. Simpler transits and connections with more destination options will make it easier for our customers to travel the world,? he said.
CAL said it is looking forward to the opportunities that will become available through Emirates as the co-operative agreement unfolds.
CAL envisages that other markets will open up allowing passengers seamless transitions through some of the world's largest cities.

Caribbean Airlines, the national carrier of Trinidad and Tobago will return to lessor its Boeing 767 fleet as of the end of the first quarter of 2016. London Gatwick route will also be axed.
London service was launched amid much fanfare in June 2012. However, the route operated three times a week performed below the expectations, and the current management has opted to close it and return the Boeing 767-300s to ILFC. On the eve of the formal commissioning of the Couva Children’s Hospital and with construction of the Point Fortin and Arima hospitals having already begun, Health Minister Dr Fuad Khan yesterday disclosed staff would be drawn from throughout the Regional Health Authorities (RHAs).
Speaking to reporters following yesterday’s formal handover ceremony of keys to Level 2 and 3 of the San Fernando Teaching Hospital Chancery Lane, San Fernando, Khan, said approximately 2,500 staff members would be required to manage the children’s hospital.
“I’m working on that (staffing arrangements), I had a meeting with all the chairmen (of the RHAs) and I indicated to them that any of the staff that we need to deploy to the Children’s Hospital, we will deploy them,” Khan said.
“But we are starting off with radiology, starting out with outpatient clinics, and one of the ideas from the chairmen was we should move the whole paediatric unit from Mt Hope into the Children’s Hospital as fast as we can, and then utilise the other hospitals as satellite paediatric institutions, which is not a bad idea so you just move the staff, all, lock stock and barrel,” he said.
Asked to clarify that staff would be relocated from the other RHAs, Khan said, “yes, because once we move departments, we move staff, because the Couva accident and emergency, they will be moved to start up in the Couva Children’s Hospital.” The Children’s Hospital is expected to be officially commissioned on Friday.
Khan also dismissed claims from nursing staff about the quantum of their arrears and new salaries saying they were scheduled to receive substantial sums depending on their job classifications.
“It has a range, for example cleaners will be getting $4,700 with arrears about $48- $51,000. I find that is a lot of money, if anybody can’t understand that, I think they are living in a different world than Trinidad and Tobago, and the Minister of Finance has indicated that he is working to pay off the arrears. However, on the salaries they are going to get for the month, they going to have an increase on their salaries,’ he said “So we finding the money and we are going to pay out how much arrears we owe,” he added.
Khan, the UNC candidate for San Juan/ Barataria also noted that should he return as the Minister of Health following the September 7 General Election, he would recommend that external universities be invited to offer speciality medical training programmes to medical personnel.
“I wanted to get the University of the West Indies (UWI) on board for the speciality training in a different mode, which they did not do, and if I should come back as the Minister of Health or whoever does, and the Prime Minister is there I will ask her to bring in other people such as the Denver Group, the Chinese group, the Oxford group to train people in Trinidad and Tobago, rather than just leave it to UWI to do what they like to do which is, in other words, not move forward fast,” Khan said.
Regarding the key handing over, Khan said this marked the final phase in the operationalisation of the teaching hospital which he described as the “flagship” of the nation’s healthcare system.
San Fernando General Hospital Chief Medical Officer, Dr Colin Furlonge, said a team of medical personnel from Operation Walk, Denver has arrived in Trinidad, and would perform free 50 knee replacements over a three- day period at a cost of over US$1 million.
He said San Fernando was chosen to host the team as it had a reputation of having the best orthopaedic unit in the eastern Caribbean.

Hundreds of jobs to be created

Florida-based business outsourcing company iQor plans to create 300 jobs for locals when it opens a $32 million call centre at the Tamana InTech Park in Wallerfield in September.
And when the centre expands in the next two years, 450 more people are expected to be employed, a statement from InvesTT Trinidad and Tobago said yesterday.
InvesTT said the first of several job recruitment fairs was held at The University of the West Indies St Augustine campus yesterday.
The centre will be located at the 1,100-acre Tamana InTech Park.
InvesTT said the Public Transport Service Corporation (PTSC) will be rolling out the transportation solution to the park.
IQor executive vice-president of customer contact solutions Gary Praznik said in the InvesTT statement that Trinidad and Tobago was the perfect place to expand the company’s nearshore footprint.
“With its investment in infrastructure, highly-educated, English-speaking workforce and ease of travel from the US, Trinidad has terrific potential as a source of customer service talent,” he said.
InvesTT president Racquel Moses said the opening of the call centre signals the agency’s ongoing commitment to securing investments and delivering diversification to Trinidad and Tobago.

T&T ranks 70th in the latest World Economic Forum’s (WEF) Global Information Technology Report (GITR). The 14th edition of the report, a comprehensive assessment of how prepared an economy is to apply the benefits of ICTs to promote economic growth and well-being, was released locally this week at the Arthur Lok Jack Graduate School of Business, Mount Hope.
Science and Technology Minister Dr Rupert Griffith hailed the country’s improved showing in the report as evidence of Government’s commitment to growth of the ICT sector.
He said it followed closely on an independent survey conducted by the International Telecommunications Union, which showed that T&T had climbed three points and is now ranked at 67 on the ICT Development Index.
The ITU estimates that for every ten per cent increase in penetration, a country’s GDP is positively impacted by between 0.8 per cent and one per cent.
In the GITR rankings, T&T moved up 45 spots to 81st in the world for “Internet and telephony competition.”
“In T&T, mobile penetration in 2014 stood at 149 per cent up from 146 per cent the previous year. This is one of the highest in the world, and exceeds the developed world average of 128 per cent–and far exceeds that of the developing world, which averages 89 per cent,” Griffith said.
“Domestic fixed broadband penetration rose from 54 per cent to 58 per cent in that same period and we expect coverage of fixed broadband to reach 98 per cent of T&T.
Revenues for the telecommunications and broadcasting industry rose by 12.6 per cent over the period 2011 to 2012 and 4 per cent over the period 2012 to 2013. “This translated into $5.3 billion or equal to about 3.3 per cent of GDP for 2012 and $5.5 billion or 3.1 per cent of GDP for 2013.”
The minister pointed out that this country was not classified among nations caught in a growing digital divide where the full economic and social benefits of the Internet were only available to a minority of the population.
He said the report found that many countries were failing to implement basic reforms to increase productivity, boost economic growth and raise living standards.
He said while the world’s developing and emerging economies were failing to exploit the potential of ICTs to drive social and economic transformation and catch up with more advanced nations, this country was not among them.
