Rather you have to consider
- was the sample representative (eg, randomly selected, or was there bias.. eg if they only polled folks in Diego)
- people lie in f2f election polls, eg, bc they're ashamed to say who they're actually voting for (eg trump)
- people change their minds

BUT, if done right, it does give at least some indication of what the electorate might be intending.

Cash on deposit in the banking system....is GARANTEED by DIC , back stopped by corporate and GORTT as a last resort, putting these funds into a investment fund( as opposed to a deposit) removes this Garantee as it is now an investment.
The fund would have to replicate some sort of comfort to attract funds.

Cash in the system is typically on its way to do something...not long term idle cash....Pension and investment fund s hold cash for strategic or tactical reasons.
Idle investable assets are not common.

A 5% return on 4B equates to 200m ....of course this means that any revenue that is generated is now not going to govt....but goes to the fund.

Any one here can identify which projects would generate that return in a way that will support that plan?

The People’s National Movement (PNM) is considering mounting a legal challenge to the candidacy of Barry Padarath, the United National Congress (UNC) Princes Town candidate for the 2020 general election.

PNM officials say the law is very clear. For the nomination to be valid and acted upon, it has to be accompanied by a consent of the person being nominated (candidate). If the person is not in Trinidad and Tobago a consent form signed by his agent is used.

Section 7 (3) in the Election Rules states that “no nomination paper shall be valid or shall be acted upon by the returning officer unless it is accompanied by the consent in writing of the person therein nominated or, where the person is absent from Trinidad and Tobago by the consent of his duly authorised agent expressed in duplicate in the form set out as Form No 37 or 38, as the case may be, in the prescribed Form Rules.

Form 37 is used if the candidate is signing the consent form himself, while Form 38 is used if his agent is signing on his behalf because he (the candidate) is out of the country”. PNM officials have said Padarath’s agent signed the consent form (Form 38) which was submitted on Nomination Day. This, notwithstanding the fact that Padarath was in the country (and therefore was required to sign Form 37 himself). He was in quarantine at the time.

One week before Nomination Day there is a day of scrutiny where candidates or their agents take their papers to the returning officer, who goes through the papers and certifies them as being in order. On July 10, one week before the July 17 Nomination Day, the returning officer certified Padarath’s documents as being in order.

On that day (July 10), because Padarath was out of the country, the consent form was signed by the agent, PNM officials said. “He returned to the country the following day. So by Nomination Day, July 17, the circumstance as it relates to him, had changed because he is now in the country. And therefore had to sign the consent form himself as mandated by the Election Rules,” one party official said.

Asked about the fact that Padarath was in quarantine, the official said: “If the candidate is in the country, he and he alone must sign his consent form. His agent cannot. Election Rule 7 makes this clear. The fact that Barry Padarath was under quarantine is irrelevant. All that was needed was for him to sign the consent form, which could have been done under sanitary/PPE conditions, and then any person authorised by him could have delivered that form to the returning officer on Nomination Day. He was required to sign Form 37. He can’t use Form 38 if he is in Trinidad and Tobago.”

Asked about the role of the EBC which would have accepted and approved Form 38, the official referred to the Opposition Leader statement that the court had ruled that the EBC cannot use its discretion. “If the court held that the EBC cannot change the voting time due to heavy rainfall, how can it be legitimate for the EBC to exercise a discretion on the basis that a candidate is in quarantine?” the PNM official asked.

In 2015 when the EBC extended the voting time due to heavy rainfall, the UNC challenged the election results in five marginal constituencies. The court ruled that the EBC broke the law when it extended the voting time. However, the court ruled in favour of the PNM retaining the seats because when it looked at the number of votes cast during in that period of the extension, it concluded that it would not have influenced the outcome, given the PNM’s margin of victory in all five constituencies.

It really is backward that a leader that has led a party to countless losses still a leader. Her biggest win since 2010 was the Locals last year and even then it was a pyrhic victory as regional corps were equal and the UNC had less seats than the PNM but more seats than in 2016.

If she leads to them a next loss on Aug 10th she should resign as party leader on the night itself and not wait for anyone to buss she throat.

However Coonilal can't be political leader, they call him Coonilal for a reason.
