State answers call for a third autopsy in the Stacy Ramdeen death
December 05, 2012:
Justice Minister, Senator the Honourable Christlyn Moore, seeks to secure a third forensic pathologist to conduct an autopsy in the Stacy Ramdeen case. Ms Ramdeen died following a police raid at her home on November 8th 2012.
Two autopsies were since conducted on the body, resulting in dissimilar results and conclusions as to the case of death. One was conducted by Dr Hughvon Des Vignes of the Trinidad and Tobago Forensic Science Centre and the other by independent pathologist Dr Hubert Daisley.
The family represented by attorney at law Selwyn Mohammed petitioned the Prime Minister, the Honourable Kamla Persad Bissessar S.C., the Attorney General, Senator the Honourable Anand Ramlogan S.C. and the Minister of National Security, Jack Warner for assistance, requesting that a third independent autopsy be performed.
Acting on behalf of the Government today, Minister Moore reported on the progress to date with respect to securing a forensic pathologist from outside of the jurisdiction to conduct the third autopsy.
Minister Moore informed the family that the Justice Ministry approached four such forensic pathologists. Three of the four pathologists indicated their unavailability, and the Ministry is awaiting a response from the fourth.
One of the forensic pathologists, who indicated that he was unable to come to Trinidad at this time, proffered an alternative to a third autopsy. That practitioner offered to produce a professional opinion and report based on a review of the two autopsy reports and documentation generated as a result of the work performed by Dr Hughvon Des Vignes and Dr Hubert Daisley.
The family was asked to consider whether or not such an option would be suited to them, should the task of securing a forensic pathologist from abroad prove to be more lengthy or unsuccessful.
The family’s attorney Selwyn Mohammed, husband of the deceased, Evans Petamber, and family member Ahamad Ali, met with the Minister of Justice, Permanent Secretary and other officers of the Ministry at the Ministry’s head office at the International Waterfront Centre in Port of Spain.
