Just read up a leaked PTSC Evaluation - Alleged Corruption

Ok so i was just shown a copy of a PTSC Evaluation report by a friend, won't go into details. But it is unbelievable how subjective and biased this thing is.

Btw this was apparently leaked by a disgruntled member of the PTSC Evaluation Comittee who attached a letter stating he was being forced to support an unbiased evaluation. It was sent to all major newspapers, the AG & Prime Minister.

I won't go into details until the story breaks and becomes public.

But basically, their "evaluation" appears extremely subjective.

Just an example: The Tender Evaluation rates one local company significantly higher over another local company when the report it self states that the company awarded the higher score is simply outsourcing it to a foriegn company that has little or no experience in this project and did not appear to understand the key successive phases of the project.

Whilst the same report gives a lower score to another local company but however states that this company had an excellent proposal, excellent understanding and experience in similar industries and will be done all local and the only detriment is their company size.

The inconsistencies and bias in this report in just incredible.

On a purely technical evaluation that is absolutely ludicrous that companies that clearly do not understand the objectives in the RFP score higher than a company who does. S

Someone should be fired for passing this evaluation.

To Whom lt May Concern

I am frustrated as a member of the Tenders Committee that I am being forced to support an evaluation that in my conscience is not correct and is unfair to the bidders.

Since l am not in control, I have forwarded the Tenders Committee's report in the hope that fair play will prevail.

The Tenders Committee's assessment report is grossly misrepresented in favour of a bidder whose prices are much higher than the average bidder's price and the technical evaluation of other bidders are highly underrated.

Well it's about time these things happen. I've read the tender evaluation and it amazing how poorly and rigged this thing appears.

I still call BS. Post the full thing or UDFR. Not all evaluations favour the lowest bidder, and the technical competency worksheet would make it blatant if one of the bids was wrongfully favoured. I feel the man ask for a bribe, did not get it, and decide to mash up the process.

Could be, but the 'evaluation' document speaks for itself.

In it they short listed and awarded a high score to a vendor who has no experience and basically put in a half way tender.....while simultaneously shafting a vendor who has experience and based on what the evaluation states, had an excellent proposal with multiple positives about them.

Yup, that seems legit.

wait wait wait.....I remember being in a workshop a few months ago and PTSC was one of the companies in which the live online bidding was taking place....i.e E-auction
Everything is computerized and everyone know what the other party is bidding. It's not like the traditional tendering process in which you submit a tender and chose the lowest bidder. You have to qualify to provide the services, via audits etc. Then for a stipulated time period, the bidding go live and everyone submit prices based on the scope and requirements.....you can change your "bid" as many times as you like during this time period....I may have some more literature on it....

I am calling major BS. Who are you to evaluate bids? Just because somebody says a bid is unacceptable does not mean it is incorrect. Your "friend" tie up your head. You have to have many years of experience on tender commities to be able to make sense of tenders and sift through BS and all the glossy literature bidders send. Some of the best bids are simple, really thin and to the point. Experienced companies don't spend too much money and manpower going beyond the bare requirements of technical acceptability. They know that the best strategy is to pump out bids in volume to many places, rather than over flog one prospect. Experienced tender board personelle know this and look at useless reference material and give a hearty "lol, didn't read".

Are you technically competent to review bids? If not, there is a reason you are not on the tender board.
