Just to update the thread. Go early. Transfer line usually moves quickly (as compared to new regs)
DO NOT USE THE TRANSFER FORM PROVIDED IN OP. If you're looking to get thru fast, go collect a form and use that one. If you print it and walk with it they will pelt it back and tell you come back
Also,
cashier is closing 12pm Daily so be prepared to have your fees paid the next day (or week, it's their discretion really).
The current flow in POS is:
1) Proceed to back of Licensing Office and stay in transfer line and head to shed. You must have the completed Transfer Form (obtained from office only NOT printed from online) along with relevant documents.
2) Once you are sorted out and Chassis No. is verified on body, you are told to go back around and park/secure your vehicle and proceed inside.
3) When you are inside, assuming you arrived early (around 8am) they will call your Registration number once you are ready to be verified at the counter. Do not line up in the transfer line as yet. Until about 930am they are usually still processing transfers from the previous day.
4) Once your document comes up, it is assigned a number (at top, not relevant to you, but relevant to them) for the day and they call you up to verify your documents. At this instance, MAKE SURE the original owner and new owner documents are in order and persons are present. If you are transferring within your household and not selling it, you still need to present a "receipt" gifting the car to the new owner as proof. If this is the case, you may not need a cover note as the existing Insurance will cover you. A copy of your certified copy may suffice. This was the case of someone nearby. Company registered vehicles have another procedure also which you should verify.
5) When your documents are verified at the counter, it is sent for processing "upstairs" and once this is checked, it is returned to the transfers counter. This would usually be the next day, as by the time your items are verified it is close to 12pm and the cashier is closed.
6) Return the next day and go to the transfer line. This line is for
pending transfers. It is the last line to the right. Ask someone to be sure as the cashier line is close to it. Inquire about your vehicle if it has been transferred. You are usually told to wait on the side and they will check.
7) Once it is found and signed off, you will be told to go to the cashier where you will pay for your transfer. There is no document to carry to the cashier as your documents move behind the glass to the cashier.
8] Pay and collect your chit. Transfer done.
Return after a week to apply for new certified copy and to verify the changes were made it to the system.
Also, walk with a LOT of patience.
it is at least two morning periods minimum time loss as some persons were there for transfers since last year.
