Sando PNM billboard sparks controversy

After years of refusing permission to erect a monument at the Cocoyea roundabout in honour of those who died in the 1884 Hosay Riots, the Trinidad and Tobago Electricity Commission (T&TEC) and the San Fernando City Corporation yesterday disclaimed control of the site.
T&TEC corporate communications manager, Annabelle Brasnell, said the land did not belong to T&TEC.
’We only maintain it,’ she said in a telephone interview.
She said T&TEC could not approve or disapprove requests for the use of the site.
City corporations officials also denied having the power to grant permission to anyone to use the roundabout.
Concerns have been raised over the use of the site by the People’s National Movement to erect towering posters on the roundabout. The posters depict Prime Minister Patrick Manning and the party’s symbols. Up to a week ago, a blimp-shaped balloon was attached to the billboards until it deflated and fell.
No one could say yesterday who erected the posters.
Chairman of the Indo-Trinbago Equality Council (ITEC), Devant Maharaj, in a letter to the Integrity Commission, said that the PNM controlled T&TEC and the SFCC refused permission for the use of the roundabout to put up an historic sign. He said ITEC was therefore shocked to find a large poster of Manning erected on grounds which ITEC was told contained electrical wires beneath the surface that made structures hazardous.
’Both T&TEC and SFCC claimed ownership of the roundabout and took pains to deny ITEC the use of the land,’ he said.
The letter also stated that the use of State machinery by the PNM for political campaigning was in violation of the Integrity in Public Life Act, and called for an investigation into the matter.
Last Saturday, workers of the Ministry of Works and Transport, Highways Division broke down the gate to a private property in an attempt to remove a People’s Partnership digital billboard at the Country Club’s, Saddle Road, Maraval entrance. The sign was moved further into the property to avoid confrontation with the police.
Following the incident, the People’s Partnership accused Government of using State resources to fight the election. Officials said the use of public transport and State funds by the PNM was a violation of the Constitution and Government must be accountable to the electorate.
