I think they give up that right when they break the law and are convicted. When they come back out, sure.

Prisoners in remand have the right to vote.

However, once convicted they become the State's Property and that right to vote could be determined by the President. It's a long drawn out process but could be done.

There was a prisoner in Carrera Prison who tried to slit his wrist and after he came out of the Infirmary the authorities charged him for "Damaging State Property"

some prisoners are actually treated unfairly and some are victims of the ills of the criminal justice system therefore I am sure that some would be voting for the UNC/COP. On the flip side they know they could get away with alot if a PNM Gov't is in administration therefore some would be quaking in they slippers if the UNC/COP comes into office with Retired Justice Volney at the AG's helm.

Prisoners in Remand is eligible to vote.
Also Prisoners sentenced to 12mths and less is also eligible to vote.

The Prisons have the forms as we speak and is up to the prisoners to ask for them in order to vote.

if prisioners belong to the state then they should anchor all of their legs in concrete blocks and throw them off the coast to utilitize them as landfill.

otherwise they are just a burden to the state!

THEY should NOT be allowed to VOTE!
