Quite embarrassing , I can pass a hill test driving a 10 hp lawn mower why de ass my 2.5L diesel engine making me look like i driving miss daisy? help!

There is a 17mm bolt in the fuel rain that has a mesh filter. This sometimes gets clogged and restricts fuel flow.
