Car transfer when owner refuses to cooperate

Bought a car from a guy who wasn't able to transfer the car with the original owner due to covid. When he tried to complete the transfer, the original owner gave him horrors to do it. I have all the required information stating that I should own this car besides the an authorization letter signed by a jp because the owner claims he's now out of the country. Anyone have any information that can help me in this situation?

You should remind the original owner that since the car is in his name, any fines, demerits or tickets imposed on this number plate will have an impact on his drivers permit, whether he's in the country or not.

Happened to someone I know. They sold their car to a reseller who sold the car to someone that's been busy racking up serious infractions. Original owner received notice of a suspended license last week. They know someone in the police service and through them found out about the reseller and current owner. reseller left the transfer up to the current owner. Current owner is in hiding. Original owner got their license restored but no word on the transfer status.

Contact licensing with the paperwork and evidence and hopefully positive action can be taken.

This is why you need to run from them buy and sell men who never transfer the car in their name

And always bawling transfer ready

what would happen if the old owner decide to send a bailiff to collect back the car since it still in his name ?
