Don't halt it. Govern it.
Get all the players in an overarching multistakeholder governance structure where they all have a say in what/how, and includes the voice of civil society and other experts.
This would ensure that this whole shebang is aligned with ethical principles and agreed upon values, and importantly - any potential risks and unintended consequences can be identified and addressed.
This has been done for other technology projects and ecosystems with global consequences
