Go back to 10/2020. So the lines and towers were present before construction.
The construction company knew all this existed.

Thus no retaining wall? They must have known about soil movement in the area, right? They're building a highway for daily 20 ton vehicles.

TBH I think TTEC response to this situation was very good and they had restored power in a short enough time.
