Given the specs i don't see why not.
Even the d top shotta BMW i8 would qualify as it has a 1.5 turbo engine with 105kw motor

cuz it kinda confusing, cuz it can be interpreted as the electric motor can be up to 105kw while at the same time if taken as a sentence it could be seen as "engine size AND electric motor" total power output can't exceed 105kw.

it is a combined 105KW output, if it was to be a 105KW electric motor, the oxford comma would have been used in the sentence to say "...an engine size not exceeding 1,599 cc, and an electric motor output not exceeding 105KW."
