Providing we can vaccinate 60-70% by January 31st, 2021, I don't see any issue with having it. Covid deaths and hospitalizations will be down significantly.
Only the unvaccinated will be at risk and that would be their fault for being anti-vax.
If all 1.5M Sinopharm vaccines arrive by August/Sept this is possible.
and if vaccinations slow then just do this...

Yea everybody having their carnivals this year already, Miami, Toronto, London, Cropover.....for 2023 Mardi Gras, Brazil Carnival.....all are on.
We can't miss another carnival while the rest of the world and Caribbean has theirs.
With enough people vaccinated deaths and hospitalizations will be greatly reduced.

We are somewhere around 70k doses, 1200 people fully vaccinated and only 1000-1500 doses being given per day.
That is 1300 days at best of vaccinating people to achieve herd immunity. Have we been vaccinating on weekends and holidays? That is somewhere around 4-5 years of round the clock vaccinations at our piss poor rates.
You tell me, we getting herd immunity anytime soon?

Let's assume we get in batches 1.5M Sinopharm + the remaining Covax 300K across September to December.
That's 120 days.
At 3000 a day (technically it's up to 6000 a day, but it'll move in cycles of 3 weeks given first dose/2nd dose):
That's 360k persons, that's 36% of the population + 10% vaccinated by end of Aug so almost 50% by end of 2021.
In Jan we could do another 10-15%. If they open the borders there are thousands who will go to the US/Canada/UK and get vaccinated. So add another 5-10% there.
That should put us in a good position. If we increase our rate to more than 6000 a day we should be in a fairly good position at about 60-75% herd immunity by Carnival.

The problem with just saying "if the anti-vaxxers catch the virus it's their own problem, we're opening up anyway" is that not reaching herd immunity is a danger to already vaccinated people.
Why? Because the virus will circulate non stop through the anti-vaxxers and then through the youths under 18 and vaccine compromised who can't even get the vaccine if they want to, eventually mutating to be vaccine resistant and then we're back to square one.
