The commission said that it found Russian forces forced family members to witness crimes committed against their loved ones. Those who experienced sexual or gender-based violence ranged in age from 4 to 82 years old, according to the update.

“The Commission has documented cases in which children have been raped, tortured, and unlawfully confined,” the panel added.

The grim news comes after Ukraine notched several wins in recent weeks over the Russian military, taking back land in the northeastern and southern regions of the country.

Among the recaptured territory was the city of Izyum, where Ukrainian President Volodymyr Zelensky said country officials have exhumed a mass burial site.

“We want the world to know what is really happening and what the Russian occupation has led to. Bucha, Mariupol, now, unfortunately, Izyum … Russia leaves death everywhere. And it must be held accountable for that,” Zelensky said last week.

Russia and Ukraine are two separate countries. The war is not civil. Ukrainians who join Russia are fighting in a foreign army.

After a week of pressure at the United Nations General Assembly, Russia's foreign minister took the General Assembly rostrum to deliver a fiery rebuke to Western nations for what he termed a "grotesque" campaign against Russians. But no major nation has rallied behind Russia, including China, which just days before the February invasion of Ukraine had vowed an "unbreakable" bond with President Vladimir Putin.

Chinese Foreign Minister Wang Yi called on both Russia and Ukraine to "keep the crisis from spilling over" and from affecting developing countries. "China supports all efforts conducive to the peaceful resolution of the Ukraine crisis. The pressing priority is to facilitate talks for peace," Wang said, adding: "The fundamental solution is to address the legitimate security concerns of all parties and build a balanced, effective and sustainable security architecture."

In Moscow, news agency AFP reported witnessing one demonstrator shouting "we are not cannon fodder" as she was arrested by officers.

And in St Petersburg, Russia's second city, one man told reporters: "I don't want to go to war for Putin."

Seventy-year-old Natalya Dubova told AFP that she opposed the war and confessed she was "afraid for young people" being ordered to the front.

Some of those arrested on Saturday reported being handed draft papers and ordered to report to recruiting centres while being held by security officials. The Kremlin defended the practice earlier this week, saying "it isn't against the law".

Moscow has also approved harsh new punishments for those accused of dereliction of duty once drafted.

Mr Putin signed fresh decrees on Saturday imposing punishments of up to 10 years imprisonment for any soldier caught surrendering, attempting to desert the military or refusing to fight.

The president also signed orders granting Russian citizenship to any foreign national who signs up to serve a year in the country's military.

The decree, which some observers have suggested displays how severe Moscow's shortage of troops has become, bypasses the usual requirement of five years of residency in the country.

LONDON (Reuters) - Russia is planning to spend a total of 34 trillion roubles ($600 billion) on national defence, security and law enforcement between 2022 and 2025 under its latest expenditure plan, a source familiar with finance ministry calculations told Reuters on Friday.

Russia is engaged in a costly military campaign in neighbouring Ukraine, for which it has this week announced the mobilisation of another 300,000 troops.

According to the latest figures, Russia will spend a total of 18.5 trillion roubles in 2022-2025 on national defence, of which 4.7 trillion will be spent this year.

Previously, Moscow had planned to spend 3.5 trillion roubles on national defence this year out of a total 10.9 trillion over the period 2022-2024.

This year's projected security and law enforcement spending remains unchanged at 2.8 trillion roubles. The 15.6 trillion roubles expected to be spent between 2022 and 2025 compare with a previous allocation of 8.7 trillion for the period 2022-24.

The source did not provide a further breakdown or other details. The finance ministry declined to comment. ($1 = 56.2500 roubles)

This is an article from one of the politicians/journalists/media personalities that received cash payouts from the Kremlin's propaganda program to influence western media.

The Russians defended themselves, as they have done against every threat and invasion from the west for almost a century.

But Nato's military encirclement has accelerated, along with US-orchestrated attacks on ethnic Russians in Ukraine. If Putin can be provoked into coming to their aid, his pre-ordained "pariah" role will justify a Nato-run guerrilla war that is likely to spill into Russia itself.

Instead, Putin has confounded the war party by seeking an accommodation with Washington and the EU, by withdrawing Russian troops from the Ukrainian border and urging ethnic Russians in eastern Ukraine to abandon the weekend's provocative referendum. These Russian-speaking and bilingual people – a third of Ukraine's population – have long sought a democratic federation that reflects the country's ethnic diversity and is both autonomous of Kiev and independent of Moscow. Most are neither "separatists" nor "rebels", as the western media calls them, but citizens who want to live securely in their homeland.

Like the ruins of Iraq and Afghanistan, Ukraine has been turned into a CIA theme park – run personally by CIA director John Brennan in Kiev, with dozens of "special units" from the CIA and FBI setting up a "security structure" that oversees savage attacks on those who opposed the February coup. Dagestan is a mainly Muslim region of Russia once noted for intense violence.

While large protests have taken place in major cities across Russia in recent days - with more than 700 people being arrested on Saturday alone - the images of Dagestani demonstrators fighting with police marks a rare outbreak of violence against authorities.

Dozens of videos posted to social media showed protesters confronting police and other security officials in Makhachkala, with OVD-Info reporting that officers resorted to using stun guns and truncheons on the crowds.

In one video, a man detained by officials headbutts a police officer, before being beaten by other personnel.

Another video showed a security officer fleeing from a large group of demonstrators, some of whom attempted to grab and trip him as he ran.

Elsewhere, a large group of women confronted an officer guarding a recruiting centre and angrily condemned the war in Ukraine, with one telling the officer that "Russia is on the territory of another country".

"Why are you taking our children," the women shouted. "Who was attacked? Russia was attacked? They didn't come to us. It was us attacking Ukraine. Russia has attacked Ukraine! Stop the war!"

OVD-Info also reported that locals in the village of Endirey had blocked a federal highway, in an attempt to stop security officials seeking to enforce the draft entering the area.

Footage obtained by the group showed police officers firing automatic rifles in the air as they sought to break up the demonstration, but locals continued to block the road.

In an attempt to ease the outbreak of anger, Dagestan's Governor Sergei Melikov admitted on Sunday that "mistakes have been made" during mobilisation.

"I have already spoken about this before, but I will repeat it again: partial mobilization must take place strictly according to the criteria announced by the president," Mr Melikov wrote on Telegram.

The region is believed to have already supplied thousands of troops for the invasion of Ukraine, with recent analysis by the BBC's Russian service suggesting that Dagestan has suffered more casualties than any other Russian province in the conflict.

The tally - conducted earlier this month - showed at least 301 soldiers from Dagestan have died, 10 times more than in Moscow. The true figure is likely to be far higher.

More than 2,000 people have been arrested at mass protests since Russian President Vladimir Putin announced the new draft on Wednesday.

Many young Russian men have also sought to flee the country, attempting to cross the border into neighbouring Finland and Georgia.
